Summary:

Primary responsibilities are the leadership, vision, direction, execution and supervision of the treasury function; particularly cash and investment management, for MyMichigan Health. This position works with Corporate Controller, CFO and other senior management to oversee all parts of cash management and compliance, cash forecasting, credit arrangements, risk management, and ensures financial controls over investments remain effective, that investment assets are safeguarded, that investment transactions are authorized, processed and recorded properly and in accordance with all system policies. This position directly invests short term portfolio and bond reserves and monitors external professional money managers responsible for long term funds. The Manager of Treasury oversees the banking relationships, provides consolidated reporting of investment transactions and prepares cash forecasts and monitors compliance with bond covenants. Supports and promotes the mission and values of the System.

Responsibilities:

(25%)* Works with external consultants to manage long term investment portfolio and monitors the investment portfolio for the System.

(25%)*Monitors and manages MyMichigan Healths daily cash position and cash forecast and optimizes bank account structure. Analyzes liquidity risk and helps develop and implement liquidity policies.

(25%)*Responsible for balance sheet, pension and defined benefit investments. Implements short?term and long?term investment strategies within the guidelines established by the Investment Committee of the MyMichigan Health Board, including bond and escrow funds.

(25%)*Actively works with the Investment Committee chair and vice chair, CFO and investment consultants to bring forward new investments and initiatives to the committee; and creates the material and recommendations for the meetings. Collaboratively works with the Investment Consultant to drive and continuously optimize the investment line up and evaluate specific investment opportunities.

OTHER DUTIES AND RESPONSIBILITIES:

Collaboratively works with the Investment Consultant on the management of the pension plans of the System; including the recommendation of plan structure and initiative (i.e. de?risking, term vested lump sum buyouts).

Works with accounts payable and others to initiate and approve electronic (ach and wire) transfers, as more than half of the dollars that go out of the system (accounts payable, payroll, investment) are initiated or approved by this role.

Works closely with senior management to manage MyMichigan Healths cash accounts, credit card accounts, controls, transactions, reconciliations and reporting.

Develops and maintains relationships with banks and investment managers, evaluating performance, costs and fees. Leverages relationships to secure more favorable pricing, lower fees and higher quality service.

Coordinates all debt offerings; tracks compliance with Bond covenants; and initiates quarterly payments.

Works collaboratively with human resources, monitoring and managing the record keeper of the defined contribution plans and takes the lead on the investment line?up in the plans.

Works with third party relationships to assess and implement treasury best practices.

Evaluates complex structured transactions and advises senior management on financial risk and other implications.

Contributes to the success of MyMichigan Health by participating in key system initiatives and performing other duties as needed or assigned.

During integration, is responsible for assisting with transitions to MyMichigan Health and during Epic go lives assists with transitions to MyMichigan Healths processes.

Bachelor's degree in a related field is required.

EXPERIENCE, TRAINING, AND SKILLS:

Accounting and/or Finance background required.

People management skills, including a proven ability to provide training and development of staff as a part of a coordinated and strategic development plan. Ability to promote effective collaboration and teamwork among individuals of multiple disciplines and across organizational boundaries (subsidiaries).

Strong presentation skills as demonstrated by exposure to boards, committees, and senior leadership. Is viewed as a senior advisor and business partner to SVP/CFO as well as CEO and COO.

Self?motivated individual with ability to multi?task in a very fast paced environment and demonstrated ability to prioritize and manage multiple projects with minimal direction.

Excellent analytical and technical skills across many different software packages with the ability to adapt to new software quickly are also required to perform function well. Ability to utilize treasury software required.

Proficiency with accessing computer databases and data manipulation. PC software knowledge (Excel, PowerPoint, and Word). Automated accounting systems, including report writing. Ability to read and interpret government regulations are all preferred.

PHYSICAL/MENTAL REQUIREMENTS AND TYPICAL WORKING CONDITIONS:

Exposure to stressful situations, including those involving public contact, as well as, trauma, grief and death.

Able to wear personal protective equipment that includes latex materials or appropriate substitute if required for your position.

Is able to move freely about facility with or without an assisted device and must be able to perform the functions of the job as outlined in the job description.

Overall vision and hearing is necessary with or without assisted device(s).

Frequently required to sit/stand/walk for long periods of time. May require frequent postural changes such as stooping, kneeling or crouching.

Some exposure to blood borne pathogens and other potentially infectious material. Must follow MyMichigan Health bloodborne pathogen and TB testing as required.

Ability to handle multiple tasks, get along with others, work independently, regular and predictable attendance and ability to stay awake.

Overall dexterity is required including handling, reaching, grasping, fingering and feeling. May require repetition of these movements on a regular to frequent basis.

Physical Demand Level: Sedentary. Must be able to occasionally (0?33% of the workday) lift or carry 0?10 lbs.
