DIRECTOR OF FINANCEReports to Chief Executive OfficerStatus: Full-Time Regular, ExemptPOSITION SUMMARY: Underthesupervisionof theChief ExecutiveOffice,theDirector of Finance isresponsible for theagency'soverall financial management,integrity, and reporting.Plans,supervises,andevaluatesall accounting and fiscal activities.Responsible for timely financial, contract,andother reports to the CEO,staff,and Board.Supervises finance departmentandbilling staff.DUTIES & RESPONSIBILITIES:Closely monitors productivity in all departments.Evaluate monthly financial and productivitystatisticsand identify trends for leadership review.Participates as a member of the agency's management team instrategicplanning and organizing agency-wide initiatives and projects.Oversees and directs all of IHC's finances, accounting, and financial systemsincludingaccounts payable, accounts receivable, payroll, contract and grant billing, and third-party billing, coordinating with other departmentsasnecessary.Oversees themaintenance of accurateaccounting procedures and records regardingcashreceipts, cash disbursements, general ledger, accounts payable, accounts receivable, and bank reconciliations.Oversees accurate and timely information entryinto IHC's financial and billingsoftwareincludinggeneralledgerandall billing.Oversees review and approval of requests for payment authorization; investigates requests and works withstaffto find alternate and more cost-effectivesolutions;coding of allexpenditurestoensureaccurategrantandcontract billing;andmonitorsexpenditures according tofederal,state,county, city, and foundation grant and contract billing regulations.Oversees the monthly tracking and reconciling generalledgeraccounts; reconciling bank accounts; monitoring and reinvesting investments; monitoring aging monthly; and all other accounting activity.Oversees themonitoring ofcashdaily;transferringfundsbetweenaccountsasnecessary to meet payroll and accounts payable expenses; coding direct deposits monthly; and maintaining adequate resources to meet IHC'sfinancial needs.Overseesspecialfinancial projectssuchasdeveloping FQHC budget and forms for new medicalsites;developing PPS rates;creatingindirect cost rates withthestateDepartment of Health.Develops and issues the agency's financial reports on time including but not limited to: balance sheet, income and expense statement, fund balance statement, cash projections, operating budget, trend analysis of financial information, and productivity reports.PreparesandsubmitsexternalreportsincludingCostReportsandanyotherfinancialreports.Developannualagencybudgetsincollaborationwithprogramanddepartmentdirectors.Maintains appropriate data for audits and analysis of agency operations; oversees all preparations for financial audits. Works closely with auditors including the county, the independent financial auditor; the state WIC auditor, etc.Interpretscontractual policiesandrecommends revisionof agencyandfinancial policies toensure the agency isoperating within contract requirements.Developsandrevisesfinancialpoliciesandproceduresaccordingtogenerallyacceptedaccounting principles,TitleXXII,FQHC,Managed Care,and otherfundingand regulatory requirements.Develops andconductsfinancial workshopsforStaff/Board training; makesrecommendationsfor improvement of financial resources.Assistsinthepreparationofproposalsandbudgetsforfundingsources.Reportsexpenditurestovariouscontractandgrantsources.Hires,trains,supervises,disciplines,andevaluatesFinanceDepartmentstaff.Attendsallrequiredmeetings,andanymeetingsrelatingtobudgeting,finance,andproductivity.Performsotherdutiesasassigned.REQUIRED QUALIFICATIONS, KNOWLEDGE & ABILITIES:MasterofScienceDegreeinAccounting,HealthBusinessAdministration,MBAorCPA preferred.Minimum of five years experience in management for accounting, business, or healthcare administration.EPIC experience preferred.Demonstratedabilitytodirect,plan,andcontrolfinancialactivities.Abilityto develop,implement,andmaintainaccountingproceduresthatare inaccordancewith federal, state, or local requirements.Ability to communicate effectively, both verbally and in writing,andexperiencedinpreparation of oral and written reports.Proficiencyintheoperationofaccountingreportingsystems.Knowledge of budgeting, forecasting techniques and analytical methods and knowledge of federal, state, and local funding agency contract requirements and compliance.Abilitytoorganize,delegate,coordinate,andwork wellunderpressureAbility to maintain strict confidentiality#J-18808-Ljbffr
