GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Regional Preparedness Coordinator performs highly visible, consultative, and technical work requiring specialized knowledge in emergency management planning and preparedness activities. Work involves emergency planning, whether strategic, operational, or tactical, and includes participating in the development, writing, review and revision of emergency management plans. Work includes writing, research, meeting facilitation, presenting, training, evaluating, and maintaining TDEM preparedness documents, and synthesizing complex concepts into understandable formats. Works closely with fellow TDEM personnel, and liaises with local, state, and federal agency partners. Provides technical assistance on planning and preparedness programs to local jurisdictions. Works under the direction of supervisor and should maintain good coordination with TDEM Preparedness programs, with latitude for the use of initiative and independent judgement. May participate and serve in a supporting role in response and recovery operations, to include activations at local, District, Region or State emergency operations/coordination centers or other such incident facilities. Extended hours may occur on occasion.

Reports to the Regional Section Chief.

ESSENTIAL JOB DUTIES AND RESPONSIBILITES:
  • Develop, write, review and revise all types of emergency management plans.
  • Provide technical assistance to agency partners in their development of emergency management plans and preparedness programs.
  • Coordinate, facilitate or participate in preparedness meetings with internal and external partners.
  • Prepare reports, presentations, briefings and other such documents.
  • Research and review emergency management related doctrine, guidance and/or literature or other such materials. Research emergency management plans of other state, regional, and local emergency management departments to benchmark and determine best practices.
  • Serve as a liaison to all internal and external partners.
  • Participate in or observe local, state and federal training and exercises representing TDEM.
  • Work proactively to cultivate a team approach with emergency management planners across the state.
  • Perform related work as assigned, and this may include participating in response and recovery operations.
  • Ability to travel (25%).
  • Face-to-face and person-to-person interactions are required.
  • Maintains regular course of attendance during authorized work schedule and work extended hours when needed.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

MINIMUM QUALIFICATIONS:

Education - Bachelor's degree in applicable field from an accredited college or university or equivalent combination of education and experience.

Experience - Two (2) years of related experience.

PREFERRED QUALIFICATIONS:
  • Graduation from an accredited college or university in emergency management, homeland security, criminal justice, public health or directly related field of study.
  • Experience in a full-time paid employment position within the emergency management field.
  • Experience in the development and implementation of strategic, operational, and/or tactical emergency plans or procedures.
*Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers.
  • Must have experience communicating and presenting to diverse small and large groups.
  • Ability to convey technical information in lay terms that can be understood by people with a variety of educational and working backgrounds.
  • Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.
  • Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current, and prevent recurrences of, problem conditions.
  • Must be organized, flexible, and able to prioritize in a multi-demand environment.
  • Knowledge of methods of prioritizing, planning, organizing, and carrying out multiple technical projects which frequently are underway simultaneously.
  • Working knowledge of, or the ability to rapidly assimilate information related to TDEM, State, and Federal, regulations, legislation, plans, guidelines, policies and procedures.
  • Knowledge of the principles and practices of emergency management, disaster preparedness or emergency response.
  • Ability to responsibly handle sensitive and confidential information and situations.
  • Ability to work other than normal working hours during emergencies and work extended or non-traditional hours such as evenings, weekends, special events, etc.
  • Skill in operating a variety of office and specialized equipment including a laptop computer with a variety of software (e.g. Microsoft Office Suite, e.g. Word, Excel, Access, PowerPoint), plotter, projectors, camera, GPS device, binoculars, palm device, communications devices such as two-way radio, satellite radio/phone, and other specialized audio-visual equipment within the EOC.
REGISTRATION, CERTIFICATION OR LICENSURE:
  • Complete and obtain certifications in the following trainings within twelve (12) months of employment: IS-100, IS-200, IS-700, IS-800 and the FEMA Professional Development Series or the Emergency Management Professionals Program (EMPP) Basic Academy, and any other training as determined.
