Associates or technical degree in construction management, architectural design or related field Previous experience working in Code Enforcement and with Code Enforcement software Previous experience reading and/or updating City Codes The essential duties listed below are intended only as illustrations of the variety of work that may be performed.

Rental Licensing Duties:

Reviews and processes rental license applications Schedules and performs rental property inspections Issues rental licenses to property owners Prepares rental licensing reports and other documentation Plans, schedules and promotes monthly housing meetings Prepares and presents cases for denial / revocation before City Council Administers correspondence to ensure all licenses are processed Maintains and updates licensing brochures Rental Housing and Property Maintenance Enforcement Duties:

Communicates with property owners, managers, agents, and tenants relative to housing standards and enforcement of codes and ordinances Monitors and responds to the variety of housing maintenance conditions to promote and maintain safety Inspects properties and manages related files to ensure properties meet specified housing safety standards; identifies and documents observed or suspected violations, including rental licensing violations Responds to citizen and tenant concerns, identifies housing violations, documents findings, issues citations, creates action plans with property owners, resolves disputes and tactfully communicates with rental property owners to achieve code compliance Issues citations as necessary General Duties:

Writes staff reports and occasionally attends City Council or other evening meetings, as needed Provides backup to the Zoning Code Enforcement Officer in their absence, when requested Collaborates with the Ramsey Police Department to host Crime Free Housing seminars Identifies when codes and/or ordinances need updating and assists in the creation of new or revised housing, nuisance and health codes and ordinances Assist staff members in other aspects of housing, property maintenance and rental licensing activities as needed Builds and maintains positive and strong working relationships with various City departments (Police, Fire, Building Inspections, Public Works, Finance and Legal) and outside organizations and agencies Prepares and maintains necessary records, reports and databases including, but not limited to letters, inspection reports and court documents Develops and updates forms as needed Maintains regular and reliable attendance at meetings during the workday as well as occasional meetings outside of regular work hours Provides effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations and citizen customer (tenants, property owners and property managers) Performs a wide range of tasks (within the ability and resources of the Rental Housing Inspector) at the verbal or written direction of the Planning Manager, Community Development Director or their designee Knowledge of basic arithmetic computations using a calculator Knowledge of computer operations and proficient use of Microsoft Office (Word, Excel, PowerPoint, Outlook) and capable of learning other software programs as required Working knowledge of municipal policies, operation, procedures and functions or the ability to learn these processes Skilled in the correct use of the English language, including grammar, spelling and visual proofreading skills Skilled in the operation of various types of office equipment including telephone, copy machine, scanner, etc. Ability to perform duties with tact, diplomacy and discretion Ability to be detail-oriented and follow through with tasks Ability to accept constructive criticism Ability to promote a teamwork atmosphere and exhibit a positive attitude Ability to work independently with strong self-motivation and effective time management Ability to drive a car and use a camera Ability to learn and understand intent and specific requirements of City codes and exercise sound judgement in accurately, objectively and fairly applying these codes in response to questions from the public, as well as determining code violations in the field Ability to work effectively with City staff, external vendors and the public, providing appropriate and responsive assistance Ability to exercise discretion, knowing when to seek concurrence from staff/supervisor when stressful or conflicting circumstances arise Ability to maintain confidential information appropriately Ability to read and interpret documents and procedure manuals Ability to effectively communicate both verbally and in writing with elected officials, supervisors, other employees and the general public Ability to prepare routine reports and correspondence, as well as maintain organized, complete and accurate records Ability to promote a respectful workplace and continually examine own performance to ensure excellent customer service with the public, customers and other City employees Ability to maintain effective working relationships with all internal and external customers Ability to maintain regular, reliable attendance during scheduled work hours, as well as additional hours outside of the regular schedule, as necessary Ability to prioritize and organize work effort to meet deadlines Ability to show initiative in recommending methods to improve efficiency and quality on the job Ability to perform the essential functions of the position
