Under the general supervision of the Immunization Registry Manager, this is professional work responsible for identifying and rectifying data quality issues within the Virgin Islands Immunization Information System (VIIRS). Work includes designing, implementing, managing, and updating data quality protocols for the Immunization Information System (IIS). Also entails overseeing data modifications to address errors and developing the creation of Standard Operating Procedures (SOPs) for tasks such as manual patient or vaccine de-duplication and other data cleansing activities. Additionally, the incumbent contributes specialized knowledge to the development of automated data cleansing procedures or algorithms.

Serves as the territorial liaison between the back-end tables of the databases (where data quality issues are investigated), the electronic and manual data sources (common origins of data quality issues), and the user interface fields (where less technical staff can make changes). Work is carried out independently, with supervision from the IIS manager, who assesses performance based on observations, reports, meetings, and deliverables.

This position requires a confidential relationship to a policymaker.Plans and develops data quality and operational improvement projects for Immunization Information System (IIS), including coordination of quality control reports.
Evaluates program operations and data.
Recommend actions to improve completeness and accuracy of data and to streamline operational processes.
Plans operational improvement projects: identify project scope, required training and resources.
Identifies potential risks and difficulties in applying data quality interventions, and design strategies to mitigate or avoid them.
Identifies areas of need in consultation with IIS cross-functional teams.
Establishes procedures to verify the quality of data and the results of projects.
Tests, audits, and validates system improvements to implement performance measures.
Tracks and monitors operational results from measurements.
Designs and documents data quality protocols.
Quantifiably document the results and outputs of data quality interventions on incoming and existing data.
Trains users on data quality and systems reporting issues and how to generate Immunization Quality Improvement Provider (IQIP) reports.
Collaborates in the development and presentation of local, statewide, and national training and presentations.
Serves as a subject matter expert on IIS data quality and analytic issues both locally and nationally as needed and by request.
Organizes and monitors training; develops training materials; ensures training needs are met for internal and external stakeholders.
Supports VIIRS helpdesk operations as necessary. Provides oversight of the corrective and preventive data quality interventions on incoming and existing data in the IIS. Researches and addresses the root cause of data quality issues through investigation of database tables and data and data feeds.
Oversees data modifications to correct errors.
Oversees patient de-duplication and vaccine de-duplication functionality and data quality reports in IIS.
Identifies and works to resolve data quality issues in ongoing incoming data and/or data at rest in the IIS.
Conducts data cleansing activities on both incoming and existing data in the IIS.
Resolves possible duplicate patient data submitted for the same patient from a single or multiple sources.
Oversees the IIS data analysis and use throughout the immunization program.
Oversees responses to data requests, data reporting requirements, and/or completing special studies.
Develops, implements, maintains and updates data access and data use protocols for the IIS.
Oversees the data use agreements process and documents.
Generates data needed to respond to cooperative agreement requirements, e.g., IISAR data.
Assesses immunization coverage among populations; identifies under-immunized populations.
Generates IQIP reports for AFIX site visits and tests IIS enhancements to AFIX/IQIP module. Identifies and generates special population-based reminder/recalls.
Develops workflow process for managing returned mailings.
Performs other related duties as required.Bachelor of Arts in Business or Public Administration and three (3) years of professional experience in project management, data analysis or related work.FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of data registry functionality.
Knowledge of testing of information solutions using appropriate methodologies and techniques.
Knowledge of fact-finding and work measurement techniques to organization systems.
Skill in common software products such as Word, PowerPoint, Excel.
Ability to communicate effectively orally and in writing.
Ability to troubleshoot computers issues.

FACTOR 2- SUPERVISORY CONTROLS
Work is assigned to the incumbent by the Immunization Registry Manager. The incumbent works independently. Reports of data findings and corrective action(s) are reviewed by the Immunization Registry Manager.

FACTOR 3- GUIDELINES
Guidelines include the Center for Disease Control and Prevention Immunization Program Operating Procedures (IPOM). The incumbent must work with the Immunization Registry Manager to interpret guidelines and implement mandates within required timeframes.

FACTOR 4- COMPLEXITY
Work is directly outlined by the Center for Disease Control and Prevention federal guidelines. Difficulty in identifying what is needed to complete tasks and assignments is resolved by conferring with the Immunization Registry Manager and the assigned federal subject matter expert at the CDC.

FACTOR 5- SCOPE AND EFFECT
The purpose of the work is to utilize mechanisms to ensure collected vaccination data is accurate and non-duplicative. The consistency in this work allows for data to be used to identify areas of healthcare disparities throughout the territory and orchestrate means of addressing gaps in healthcare.

FACTOR 6- PERSONAL CONTACTS
Contacts are managers, other colleagues, healthcare providers, and non-profit organizations within the jurisdiction.

FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to ensure accuracy in data collection prior to local and federal reporting.

Work is primarily sedentary with occasional walking, standing, bending, and transferring light items such as papers and files.

Work is performed in an office setting where there are normal everyday risks.
