HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the citys history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York Citys complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

The Division of Housing Stability helps to ensure that low income, including formerly homeless tenants entering affordable housing (supportive and non-supportive), and owners of such housing have the necessary tools to successfully transition tenants into their new homes and maintain their tenancy. It administers and monitors project-based rental assistance contracts including 44 Continuum of Care (CoC) rental assistance contracts, more than 200 Section 8 Project Based Contracts, and NY 15/15. The unit also manages HPDs role in the NYC CoC, oversees HPDs Housing Retention and Stabilization programs, and works to secure funding to expand these services to a broader scope of households.

Your Impact:

As a PBP Contract Analyst, you will work to ensure that contracts are maximally utilized, in compliance with HUD regulations and HPD policies and practices, in an effort to keep tenants safe and in affordable housing.

Your Role:

Your role as a PBP Contract Analyst, reporting to the Deputy Director of Project Based Contracts & Portfolio Management, will be to assist overseeing Housing Assistance Payments (HAP) contracts for the Project-Based Voucher (PBV), Moderate Rehabilitation (Mod Rehab) and Mod Single-Room Occupancy (Mod SRO) rental subsidy programs. This includes ensuring that all contracts are prepared and executed in accordance with federal regulations, coordinating with owners and HPD units to obtain all required documents, and monitoring and managing the performance and compliance of owners under those contracts.

You will also be responsible for ensuring that accurate information is relayed to landlords, property managers, and other HAS units as well as other Divisions within HPD. Additional responsibilities may include meeting with landlords, tenants, management firms, and related parties as needed to resolve issues; representing the division at both internal and external meetings; managing special projects; tracking and responding to inquiries; and working with the senior management team to implement and maintain best practice operations.

Your Responsibilities

- Prepare HAP and other contracts for PBV, Mod Rehab, and CoC Mod SRO projects

- Collect and follow up on required documents for all contracts, contract renewals, and contract terminations (opt-outs)

- Maintain and prepare reports and statistical analyses of project compliance, performance under their contracts, and other reports relevant for unit operations for the Deputy Director and Assistant Commissioners review

- Represent the unit in and organize meetings and other communications regarding programs or projects in the Housing Stability Unit, including performance and contract management

- Track contract expiration, renewals, and update relevant trackers as required

- Propose, coordinate, and implement projects to maximize compliance and performance in the units operations and portfolios under the oversight of the Assistant Commissioner and Deputy Director

- Draft and prepare notices, procedure documents, letters, meeting materials, and other correspondence

- Review and respond to inquiries from owners, HPD divisions, and other stakeholders

- Coordinate with other HAS units on contracts, contract renewals, performance/compliance monitoring, and other projects as needed

- Coordinate with IT staff on any reporting requirements and database updates needed

- Assist with, coordinate, and/or lead other projects as needed

Qualifications

1. A masters degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or

2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
