The Rescue 21 and Vessel Traffic service (VTS) systems are Command, Control, and Communications mission critical system that provides dual mode (digital and analog) VHF, UHF and DSC communications. It was designed to utilize technology to accurately locate the source of maritime distress calls. The Rescue 21 and VTS system consists of three separate variants: Coastal, Western Rivers and Alaska. The VTS Sustainment Engineering Manager reports to the Rescue 21 Project Manager and will perform assignments that directly and indirectly support all tasks to maintain the Coast Guards Rescue 21 system to meet all performance specifications. Performing and supporting all routine, non-routine and complex assignments involving responsibility for planning and conducting day to day operations in the sustainment of 69 sites geographically dispersed throughout the center of the country. The Sustainment Engineering Manager will act as the technical lead and Deputy Project Manager in the absence of the Rescue 21 Project Manager. The VTS Sustainment Lead shall have a degree in electronics, electrical, telecommunications, or marine electronics engineering or engineering technology or equivalent experience. The VTS Sustainment Lead shall have demonstrated understanding of Vessel Traffic Safety Systems by completion of at least one year of experience in Vessel Traffic Service systems as a certified VTS Operator or VTS Supervisor. Completion of an International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) V-103 series training course and certified as an ETA International Radar electronics technician or equivalent. The Contractor shall ensure all technicians engaged in maintenance of land mobile radio (LMR) and/or microwave radio systems obtain certification as ETA International General Communications Technician – Level 1 or equivalent. The Contractor shall ensure all technicians engaged in maintenance of wires, cabling, and coax are Certified Data Cabling Installers - copper (i.e. InfoTec, ITFODCI, NICCS, CNCI, BISCI Installer 2, etc.,) or equivalent technical certification (i.e. CompTIA Network+). The Contractor shall ensure all technicians engaged in maintenance of remote site power generation and industry control systems obtain certification as Electrical Generating Systems Association (EGSA) – Apprentice or equivalent. The Contractor shall ensure all tower climbers have obtained OSHA/ANSI approved tower climber certification before going aloft. Authorized or competent tower climber and rescuer certifications shall comply with (a) ANSI Standard Z359.1-2016 Fall Protection Code, (b) ANSI Standard Z359.2 Comprehensive Managed Fall Protection, (c) ANSI Standard Z490.1-2016 Accepted Practices in Safety, and (d) National Association of Tower Erectors (NATE) Tower Climber Fall Protection Training Standard (NATE CTS). The Contractor shall ensure all technicians engaged in maintenance of remote site solar power generation and industry control systems have training or preferably certified in Battery-Based Photovoltaic Systems and Programmable Logic Controller (PLC) and Supervisory Control and Data Acquisition (SCADA) technologies or equivalent. The Contractor shall ensure employees and/or subcontractors performing work on remote sites have completed outdoor survival and wildlife safety training to include wildlife avoidance and protection. (Note – Alaska cold weather survival and wildlife safety courses are available from various commercial sources including but not limited to www.survivaltraining.com) Contractors shall be prepared for and expected to spend extended periods (i.e. overnight to several days) at remote sites unassisted and unsupported while performing preventive and corrective maintenance actions. The Contractor shall ensure employees and/or subcontractors performing work on remote sites are physically able to perform work in arduous terrain and weather conditions. MAJOR DUTIES AND RESPONSIBILITIES Directly support all Preventive and Corrective Maintenance as required. Work with Program Manager, Project Manager and team Throughout the phase-in transition period ensuring that proper attention be given to minimize interruptions or delays to work in progress that would impact the mission Assist team in Analyzing technical data to determine applicability to design problems; selects from several possible design layouts; calculates design data; and prepares layouts, detailed specifications, parts lists, estimates, procedures, etc. May check and analyze drawings or equipment to determine adequacy of drawings and design. Provide Engineering support for overall system performance and fault monitoring and act as the primary dispatcher of all Operations and Maintenance (O&M) matters related to the Rescue 21 system. NOSC-CSD to coordinate/schedule site visits of Contractor and subcontract personnel to Coast Guard units for Rescue 21 preventive maintenance and installation of approved engineering changes/TCTOs. Ensure that all installed systems perform as designed and specified in the P-SPEC. Support overall system performance and fault monitoring and act as the Technical lead of all Operations and Maintenance (O&M) matters related to the Rescue 21 system. Technical liaison between different supporting agencies of the program in support of O&M, field service, depot, subcontractor support, and material and program management. The Contractor shall provide support and maintenance services on a 24/7/365 basis. Responsible for creating, maintaining, delivering, and disposing of Government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in other sections of this contract. Participate in Contract Management & Performance Reviews (CMPRs) per year in person and two CMPR per year using media services. The contractor will present and discuss, at a minimum, the program status, potential risks, and mitigation strategies within seven areas: (1) System technical performance, (2) supportability, (3) KPPs, (4) cost, (5) schedule, (6) programmatic issues and (7) risks. Participate in Monthly and or Bi-monthly IPT meetings Required Skills EXPERIENCE, EDUCATION AND LICENSURE: Must be a US citizen and possess or be able to read, write, speak, and understand English. Ability to obtain/maintain a SECRET clearance preferred Bachelor’s Degree or 2 years relevant Rescue 21 or ELMR experience Or High School diploma, US Coast Guard or Navy “C” or “A” school 8 years experience in US Coast Guard or US Navy C4I system installation integration support, US Coast Guard preferred Rescue 21 preferred. Demonstrated competency in Command, Control, Communications, Computers and Information Technology (C4IT) system project management, C4IT sustainment engineering, and/or C4IT logistics sustainment as applicable KNOWLEDGE, SKILLS & ABILITIES: Must be highly organized and have excellent oral and written communication skills in order to interface with personnel and other government agencies at all levels; Ability to handle multiple tasks simultaneously; Ability to communicate effectively orally and in writing; The employee can be lifting 25lbs to 50lbs 5 – 10% of the day, carrying 10 to 40lbs throughout the ship 25 to 50% of the day or pushing and pulling while running cable or installing equipment up to 80% of the day.
