How Is This Role Important to Our Work?

The Senior Inter-Plan Affairs and Compliance Analyst is responsible for collaborating and coordinating with various business partners across the organization to establish scope, determine impact and requirements, and implement Inter-Plan policy and mandates. This position will run and lead working sessions, perform research, strategically analyze findings, identify solution options, and present recommendations to business partners.

The Senior Inter-Plan Affairs and Compliance Analyst position works with varying levels of associates across all functional areas of the organization and will be one of a very few Blue Cross Blue Shield Association (BCBSA) subject matter experts within the organization. This position will be a voice of Inter-Plan Compliance when working with the business owners and cross-functional teams to engage key partners to develop and complete the overall implementation of Inter-Plan and BCBSA related business initiatives.

A Day in the Life:
  • Primary Inter-Plan Teleprocessing Services (ITS) and BCBSA Systems SME for the organization including supporting organization-wide initiatives that have ITS and Inter-Plan impacts.
  • Effectively analyzes, designs, develops, tests, debugs, implements, maintains and/or enhances new or existing systems or processes through reporting and documentation.
  • Maintains detailed records and can communicate at an executive level regarding project status, risks, issues, and priorities with project sponsors and leadership.
  • Leads and supports the implementation of Inter-Plan related projects and policy mandates through conducting in-depth research and analysis of requirements, business processes, and future state objectives.
  • Act as lead SME on special projects and initiatives. Role will vary depending on project but could include project lead, SME, or contributor. Serves as a senior subject matter authority associated with content, processes, and procedures.
  • Accountable for leading project teams and may provide training to peers and coworkers to achieve project landmarks and objectives.
  • Complete all BCBSA required surveys and homework, including facilitating information gathering sessions internally.
  • In-depth research and analysis of the BCBSA Strategy Road Map, developing detailed requirements documentation and project plans May assist in the development of organization business policies.
  • Identifies trends, emerging issues and takes action by levering peers across the Blues System to discuss standard processes and metrics and bringing them back to BCBSMN to ensure maximum results. Develop effective relationships with leadership throughout the organization.
  • Participate in and coordinate individual projects and related activities to ensure project progresses on schedule.
  • Acts as a senior liaison with internal partners and external partners in support of project implementation objectives
Nice to Have:
  • Bachelor's degree.
  • Working understanding of PowerApps, Access, or other software programs.
Required Skills and Experiences:
  • 5+ years of related professional experience. All relevant experience including work, education, transferable skills, and military experience will be considered.
  • 2+ years of project management experience and sophisticated skills in project management software such as Jira, Visio, SAP, etc.
  • InterPlan Teleprocessing Services (ITS) knowledge
  • Demonstrated advanced ability to work effectively both independently and in a team setting with diverse professional backgrounds.
  • Advanced collaborative, interpersonal, oral, and written communication skills and demonstrated ability to develop accurate and appropriate communications for all levels.
  • Strong research, analytical and problem-solving skills.
  • Advanced skills in Microsoft Excel, Word, PowerPoint
  • Strong ability to make decisions based on analysis and business needs, and transfer this knowledge to advise senior leadership.
  • Ability to bring a different perspective to situations and challenge the status quo.
  • Knowledge of health insurance industry issues, trends, practices, products, and rate setting.
  • Some overnight, long-distance travel may be required.

Role designation definition: Teleworking is working full time remote. Hybrid is a combination of working onsite and remotely. Onsite is full-time onsite.
