Summary About the Position: U.S. Army Medical Research Acquisition Activity (USAMRAA) is the contracting element of the U.S. Army Medical Research and Development Command (USAMRDC) and provides support to the Command headquarters and its worldwide network of laboratories and medical research organizations as well as other non-USAMRDC customers. The DJ-02 payband is equivalent to the GS-05 step 1 to GS-10 step 10 level AND the DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. QUALIFICATIONS (DJ-02): General Experience: Three years of progressively responsible experience with one year of that experience equivalent to the GS-04 grade level, which includes (1) Analyzing problems to gather pertinent data, and recognize solutions; (2) Utilizing automated systems; and (3) Updating and maintain documents or reports. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (DJ-01/GS-04). OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. QUALIFICATIONS (DJ-03): Specialized Experience: one year of specialized experience which includes (1) Reviewing grants and cooperative agreement proposals to ensure alignment with statutes, regulations, and agency policies; (2) Assisting in the closeout of grants and cooperative agreements; and (3) Reconciling expended funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical) Financial Management Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
