Overview

SUMMARY 

Bering Straits Global Innovations, LLC (BSGI), a subsidiary of Bering Straits Native Corporation is currently seeking a qualified, highly motivated Quality Control Manager (QCM) with DoD contract experience for government contracts at Fort Bliss, Texas. The Quality Control Manager is primarily responsible for overseeing and coordinating the planning, implementation, and supervision of the project Quality Control Plan.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position, and are not intended to reflect all duties performed within the job.

  • Ensure that all materials, workmanship, and repairs are in full compliance of the contract, plans, and specifications and all building codes.
  • Review and approve all submittals and perform daily inspections of the work.
  • Prepare reports, both daily and monthly.
  • Monitor daily progress of projects.
  • Review and enforce company quality control plan and have working knowledge of safety plan.
  • Possess a thorough and working knowledge of the plans and specifications of work performed.
  • Serve a liaison between contractor and government QAR representative.
  • Create and manage project submittal registers.
  • Assist with creating project specific Quality Control Plans.
  • Collection & Submission of all necessary submittals.
  • Coordination & Management of 3rd party testing.
  • Coordinate & lead Preparatory Phase meetings.
  • Conduct Initial Phase & Follow Up Phase Meetings as required.
  • Assure safety requirement are strictly adhered to.
  • Review and interpret plans, blue prints, site layouts, specifications, and construction methods to ensure compliance.
  • Perform risk management and quality control to minimize project risks.
  • Create and maintain comprehensive project documentation.
  • Attend, facilitate, coordinate all required meetings and progress updates.
  • Provide onsite project oversight and leadership of quality control.
  • Interacts with management to document and monitor changes in construction procedures.


Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

  •  Must be a graduate engineer, graduate architect, or a graduate of construction management with at least five years of construction quality control experience on multi-story renovation projects in the $10M - $25M range.

  --  OR --

  • A minimum of ten years of construction quality control experience on multi-story renovation projects in the $10M - $25M range.
  • Experience with OSHA, EM 385-1-1 and other regulatory requirements and industry standard.
  • Experience directing, training, and motivating field personnel.
  • Must be able to obtain military base pass and be able to operate motor vehicles on military installation.
  • Understanding of federal construction requirements and ability to adhere and manage.
  • Experience managing federal government construction projects is a requirement.
  • OSHA 30 certified
  • USACE Construction Quality Control For Contractors certified within the last 5 years.  BSGI is willing to pay for the renewal of certification if renewal is needed.
  • Must be capable of reading, writing, and conversing fluently in English.
  • Must be present at the work site at all times and is the primary individual responsible for all quality control activities.

  • Ability to meet deadlines and multi-task in fast paced environment.
  • Proficient or have the ability to learn Microsoft Office Suite (Word, Excel, and Outlook).
  • Ability to read and/or learn to interpret drawings and specifications.
  • Ability to communicate effectively with all levels of the organization, as well as with customers and vendors.
  • Detail oriented with the ability to efficiently analyze and organize significant amounts of information regarding plan layouts, materials, and scheduling
  • Ability to assess site exposures/construction risks and mitigate accordingly.
  • Ability to identify constructability issues.

Preferred

  • Experience managing construction projects at Fort Bliss.
  • Extensive experience managing quality control on large scale renovation projects or projects in occupied facilities.
  • Previous experience managing large teams/subcontractors.

Essential and marginal functions require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time. Additionally, the ability to climb up and down ladders, walk on uneven, shifting surfaces, dirt, mud and gravel & up and down hills as well as occasional work in confined spaces.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

Job is performed both on active construction sites with exposure to all types of weather heat, cold, rain, snow, exposure to dust, dirt and noise, as well as in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. Occasional travel may be required. Occasional “off-shift” evening/weekend/holiday work may be required.

SUPERVISORY RESPONSIBILITIES 

  • None.

ADDITIONAL QUALIFYING FACTORS 

As a condition of employment, may be required to pass a pre-employment drug screening, as well as periodic random drug screenings, have acceptable reference and background check results to obtain access to secure areas of a military base. Must have reliable transportation to/from work.
