Introduction

The State of Connecticut, Department of Transportation (DOT), invites eligible agency employees to apply for a Transportation Construction Administrator position within the Bureau of Engineering and Construction, at our Headquarters in Newington.

THE ROLE:

The Transportation Construction Administrator is the lead management position for the Department's multi-modal capital construction program. This program includes approximately 300 active construction projects at a value of approximately $3.5 billion throughout the state encompassing highway, bridge, rail, and transit improvements. This position oversees the five District offices and the Division of Construction Operations. The position is responsible for setting policy and procedures for the administration and implementation of the capital construction program, as well as being familiar with industry, national, and regional best practices.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Engineering and Construction Services this class is accountable for directing the staff and work of the Office of Construction.

EXAMPLES OF DUTIES

Directs staff and operations of the Office of Construction; Coordinates, plans and manages office activities; Formulates program goals and objectives; Develops or assists in development of related policy; Interprets and administers pertinent laws; Evaluates staff; Prepares or assists in preparation of office budget; Maintains contacts with individuals within and outside of office who might impact on program activities; Plans, coordinates, and administers all district engineering functions and other field operations including construction and timely completion of projects; Develops and makes recommendations for plans and specifications for construction and reconstruction of transportation facilities, highway property and other structures; Makes recommendations regarding establishment of standards and procedures for engineering office work, resolution of claims and granting of time extensions; Makes field reviews of major problems in construction; Assures safety and convenience of the public during progress of construction; Monitors program scheduling and determines staffing requirements; Leads the recruitment and hiring of staff, including outreach, interview and selection; Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of

and ability to apply management principles and practices; relevant state and federal laws, statutes and regulations; principles, practices and techniques of highway construction engineering;

Considerable

interpersonal skills; oral and written communication skills;

Considerable ability to direct a large scale program of highway engineering.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eleven (11) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial capacity in the field of transportation engineering with responsibility for policy formulation and complex project management for major bridge or highway design or highway construction projects.

NOTE:

Managerial capacity is defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities but the emphasis should be on management activities: planning, organizing, directing and controlling resources of a major subdivision of an agency or organization.

PREFERRED QUALIFICATIONS

Managerial experience including experience efficiently delivering Bureau goals and objectives Experience with industry and national best construction practices Experience with Department, Bureau of Engineering and Construction, and Office of Construction policies and procedures Experience solving complex problems and leading a team of diverse professionals Experience with the management of large and complex capital construction programs and projects Experience with applying verbal and written communication skills Experience with presentation creation and delivery to stakeholders of all levels

SPECIAL REQUIREMENTS

Incumbents in this class must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
