The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values.

The FDNY Office of Medical Affairs is charged with providing medical oversight of the New York City 911 EMS System. This mission is accomplished through establishing mechanisms to monitor all medical and clinical aspects of the FDNY and NYC 911 Emergency Medical Service system as it relates to patient care activities. Led by the Chief Medical Director, OMAs oversight includes the development and implementation of the scope of practice for all providers, establishment of medical treatment protocols and ensuring of ongoing Quality Assurance and Improvement for EMS field practice, provision of pre-hospital personnel and physician training, establishment of Online Medical Control (OLMC) and EMS Dispatch call receiving algorithms, and ensuring of 911-receiving emergency department hospital compliance with EMS protocols and regulations. OMA also oversees and participates as one of the 18 designated EMS Program Agencies in the State of New York and is an integral part of the NYC Disaster Response System with the New York City Emergency Management (NYCEM) in planning for mass casualty events and represents FDNY at the NYC Regional EMS Council, NY State EMS Council, and other EMS Committees locally, Federally, and at the State level. OMA also participates in Urban Search and Rescue Response as part of the National FEMA Response Task Force. The Fire Department, City of New York (FDNY), seeks four (4) per-diem On-Line Medical Control (OLMC) Physicians in the Office of Medical Affairs (OMA). Reporting directly to the Chief Medical Director and Medical Director for OLMC, the successful candidates will:

Provide online medical control to prehospital emergency medical care providers in the New York City 911 EMS System in accordance with Federal, State, Fire Department, and regional guidelines, regulations, and protocols. Assist with the staffing of the FDNY Office of Medical Affairs Online Medical Control Unit (Telemetry) located at PSAC 2 in the Bronx.

Provide online medical control for the FDNY and New York City 911 System, including but not limited to the tracking of narcotic administration by Emergency Medical Service (EMS) units; facilitating Refusals of Medical Aid (RMAs); potential EMT assignments, telephone consultation and resource for EMS providers and EMS Officers relating to operational and/or medical issues; approval of OLMC REMAC medical control orders; review clinical data, including but not limited to cardiac monitoring and 12-lead electrocardiograms transmitted from field paramedics to the OLMC facility and actively guide STEMI candidates appropriately to PCI Centers as outline by the FDNY guidelines; consultation for transport requests in accordance with FDNY OGPs; and telephone consultation with patients and/or field personnel and supervisors, when requested. Consult with the OMA Medical Directors on an as needed basis. Participate in the education of EMS providers and emergency medicine residents participating in observational shifts at the OLMC facility and perform other tasks as assigned by the Chief Medical Director and/or the OLMC Medical Director. Additionally, the OLMC physician may be assigned OMA quality assurance activities and prehospital research activities.

Qualifications

Possession of a valid license to practice medicine in the State of New York; and either:

a) Valid Board Certification issued by the appropriate American Specialty Board in any specialty area required by the agency; or

b) Current approved application on file for admission to the certifying examination given by the appropriate American Specialty Board in any specialty area required by the agency.

To be assigned to Assignment Level II, individuals must have, in addition to meeting the minimum qualification requirements for Assignment Level I described above, one year of satisfactory experience practicing in the specialty area.

To be assigned to Assignment Level III, individuals must possess:

a) A valid license to practice medicine in the State of New York; and

b) A Master's degree in Public Health, or equivalent Master's degree, including or supplemented by graduate credits in epidemiology and biostatistics. Completion of Epidemic Intelligence Service program of the Center for Disease Control and Prevention may be used to substitute for this Master's degree; and

c) At least two years of satisfactory experience after receipt of the Master's degree, or equivalent, in the practice of epidemiology. Specialty Board Certification or eligibility may be substituted for one year of this experience.

To be assigned to Assignment Level IV, individuals must possess:

a) A valid license to practice medicine in the State of New York; and

b) Completion of an approved residency program in an accredited hospital, including three years of experience, in either internal medicine, or family practice, or pediatrics, or another related specialty area required by the Department of Health and Mental Hygiene; and

c) Valid board certification or board eligibility issued by the appropriate American Subspecialty Board in Infectious Disease, Pulmonary Medicine, or a related subspecialty; and

d) Completion of an approved fellowship program in an accredited hospital, including two years of experience, in either infectious diseases, or pulmonary medicine, or another related subspecialty required by the Department of Health and Mental Hygiene.
