We are seeking a Senior Financial Management Analyst to support our Patuxent River, MD customer. The Financial Management Analyst will provide financial support across the Tomahawk Weapons System Program Office, PMA-280, and directly support the Missile Systems Recertification and Depot IPT Lead. Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government instituted processes for documentation, change control management and data management. DUTIES: Provides PMA-280 Missile Systems Recertification and Depot IPT financial support and manage approximately $500M annually across multiple WPN Budget Line Items, and OMN appropriation. Missile Systems Recertification and Depot IPT includes two programs: Tomahawk Recertification (ACAT- II) and Tomahawk Depot operations. Prepares inputs for budgets exhibits, POM submissions, and financial impact statements. Reviews all financial documentation for applicable impacts to budget, provides financial point of view and serves as the technical expert on all financial matters. Coordinate with multiple SYSCOMS on annual work assignment agreements; track each SYSCOMs obligation/expenditure planned vs actual financial performance. Liaise with the BFM shop, Cost Leads and program teams on funding planning and execution across the FYDP. Identify and monitor all risks associated with the PMA-280 Missile Systems Recertification budgets. Lead the Missile Systems Recertification and Depot IPTs in the continual process improvement and implementation of NAVAIR's Common Spend Plan Tool (CSPT). SKILLS: Strong work ethic, detail-oriented, focused, and organized. Ability to problem solve and work independently to develop solutions. Proactive and consistent communication. Proactive teambuilding and willingness to share information. Experience working with external stakeholders, sponsors, and program offices. Willingness to learn and collaborate with external stakeholders on new processes. EDUCATION: Master's Degree in a Business, Management or relevant technical discipline is desired OR a Bachelor's Degree and an additional four years of experience OR an additional six years of experience may be substituted for a Bachelor's Degree. EXPERIENCE: At least ten years of experience in program management, technical or business analysis discipline; and included in the ten years, there must be at least four years professional experience in technical efforts supporting major weapon systems and components development. Demonstrated experience in program/project status tracking and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements Lists, and DD 254. Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
