Position Summary: Under the direction of the Director, Budget and Compliance, reviews, compiles, analyzes, and reports on data from CPB information systems and other sources to inform on the FEMA Next Generation Warning System grant program. Compensation: The hiring salary range for this position is $55,000 to $75,000 (full salary range goes to $99,130). Exact salary based upon experience, education related to the role, CPB compensation structure and internal equity. Annual salary increases and bonus award based on performance against annual objectives and position responsibilities. This is a hybrid work position, with in-person workdays at CPB’s office, along with teleworking, as approved by the position’s Department Head. Specific Duties: Prepares detailed financial reports, forecasts, and variance analysis for the NGWS grant program. Analyzes and provides reports on all NGWS related data collected within CPB’s information systems. Assists Director, Budget and Compliance with analysis of NGWS Grant Program and subrecipient data. Prepares comprehensive reports for the NGWS Grant Program and assists in the preparation of monthly, quarterly, and annual financial statements and reports. Responds to information requests pertaining to internal data needs. Reviews NGWS financial data submitted as required for the NGWS project. Follows up with stations, to correct errors in submitted financial data. Assists stations in interpreting federal procurement policies and filling in financial forms. Assists in subrecipient project budget monitoring and performance, identify variances, and provides actionable recommendations to ensure budget compliance. Collaborates with the Director of Budget and Compliance to develop and implement financial strategies and policies. Provides financial insights and support to NGWS Project Managers. Ensures compliance with federal grant regulations, CPB policies, and other relevant financial standards. Assists in the development and implementation of internal controls to safeguard assets and ensure compliance for the NGWS Grant Program and performs other duties assigned. Required Education and Experience: Bachelor’s degree in business, finance, public administration; or equivalent combination of education, training, and work experience. Four years’ experience in financial analysis, budgeting, and/or data analysis. Required Skills, Knowledge, and Abilities: Experience in grant management, preferably working on a federal grant program. Strong understanding of federal grant regulations and compliance requirements. Ability to utilize spreadsheet software including pivot tables, formulas, and dashboards. Advanced analytical and quantitative skills, with the ability to interpret statistical, financial, and operational data, and inform scenario planning and forecasting. Familiarity with review and analysis of financial statements. A strong attention to detail, and ability to organize and prioritize workload, manage time and resources, and meet critical deadlines. Effective communication skills, both oral and written, with the ability to present data and financial information in an understandable format and communicate effectively with technical and nontechnical individuals. Proficiency with information systems, as well as Microsoft Office, including Excel. Knowledge of 2 CFR 200, FAR, and other federal regulations.
