Senior Financial Analyst at the Architect of the Capitol

Location: Washington, District Of Columbia

Overview:

This role is situated within the Office of the Chief Financial Officer (OCFO), specifically in the Accounting Division, focusing on Financial Reporting and Analysis.

The selected candidate will oversee the financial accounting and reporting functions of the Architect of the Capitol (AOC), ensuring the precision of all financial data produced by the AOC accounting system while maintaining accountability for all funds, assets, and liabilities.


Key Responsibilities:


Senior Financial Oversight (20%): The Senior Financial Analyst will operate under the direct guidance of the Financial Reporting and Analysis Section Chief, providing mentorship and direction to junior accountants. Responsibilities include general ledger account analyses, reconciliations, maintaining trial balance integrity, and accounting for AOC's financial transactions, including leases and Property Plant and Equipment (PPE).

Operational Accounting and Advisory (25%): This role involves offering insights to financial and program managers regarding complex accounting systems and operational challenges, while identifying potential enhancements to business processes and internal controls. The analyst will also analyze and reconcile general ledger accounts to ensure data integrity and prepare financial reports reflecting AOC's fund status.

Financial Management and Reporting (25%): The Senior Financial Analyst will provide expert support in maintaining effective financial management processes and reporting AOC's financial activities to external stakeholders. Continuous analysis will be performed to ensure compliance with governing procedures and accurate classification of transactions in financial reports.

Audit Collaboration (10%): The analyst will collaborate with external auditors during financial audits, responding promptly to audit inquiries and supplying necessary documentation in a professional manner.

Complex Transaction Processing (15%): This role includes processing intricate accounting adjustments to general ledger accounts, ensuring accurate account balances. The analyst will prepare and update accounting entries related to AOC business activities, such as billing, collections, and property transactions.

Project Leadership (5%): The Senior Financial Analyst will serve as the technical lead for special projects concerning various accounting and financial reporting issues.


Qualifications:

Applicants must demonstrate the requisite knowledge, skills, and abilities (KSAs) through their resume and responses. A successful candidate must also pass a drug test and meet specialized experience and educational requirements.


Specialized Experience:

In addition to educational qualifications, candidates must possess one year of specialized experience equivalent to the GS-12 grade level, including knowledge of accounting standards, budgeting, and proficiency with large-scale financial systems.


Education:

A bachelor's degree in accounting or a related field, such as business administration or finance, with at least 24 semester hours in accounting, is required.
