CONTRACTOR QUALIFICATIONS AND EXPERIENCE:

Contractor staff assigned to this agreement must possess the following minimum qualifications and
experience:

  • The Contractor's Project Manager must be a certified Project Management Professional (PMP) and must have a minimum of five years' PMP experience leading an IV&V project of comparable size and complexity. The Project Manager will have experience with IV&V methodologies and industry standard best practices in project management and system development.
  • The Project Manager will have organizational, communication, and leadership skills and must be available to present executive project presentations to multiple levels of project and agency leadership and to other government executives. In addition, the Project Manager will have, at a minimum, 5 years of the following experience:
  • Experience in large-scale IT projects in a number of state government environments.
  • Experience performing IV&V activities on large-scale IT projects in a number of state government environments.
  • Experience with Systems Development and IV&V methodologies and best practices.
  • Experience in providing independent and objective third-party reviews of projects with the intent of protecting the state's interests.
  • Experience in conducting IV&V to provide documented evaluations and assessments throughout the project lifecycle.
  • Expertise in the review and analysis of the artifacts and deliverables to evaluate the effectiveness of project management and systems development processes, methodologies, and execution.
  • Experience with industry standard best practices and methodology in risk and issue analysis and management.
  • Proficiency in guidance and training related to industry-standard best practices and methodologies in project management and systems development.
  • Experience with industry-standard best practices regarding quality principles and techniques.
CONTRACTOR RESPONSIBILITIES:

SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
  • Provide an IV&V Project Manager to conduct oversight and monitoring activities. Activities will be limited to the IV&V Project Manager and provision of bi-weekly documentation. Services to include:
  • Oversight and Monitoring,
  • Identification of variances from best practices, and
  • Assessment and reporting on the overall project progress.
  • Conduct bi-weekly IV&V Status Meetings with the Department's ESDS project team to provide reports on the status of IV&V activities. After each meeting submit Meeting Minutes to the
  • Department as documentation of completion. At a minimum, ensure the following information is included in the meeting minutes:
  • Oversight and monitoring findings,
  • Recommendations for correcting identified variances from best practices, and
  • A summary of the overall project progress, identification of possible impediments to progress, and recommendations to address these impediments as requested by the Department.
  • As requested by the Department, conduct reviews of ESDS Project deliverables to examine verification and validation of the quality and completeness of the content of the ESDS deliverables and make recommendations to address the quality and completeness.
  • As needed and requested by the Department, communicate potential issues and their consequences, when the Contractor determines that circumstances exist that put the scope, budget, schedule, or viability of the ESDS project at significant risk to the Department and the
  • Department's project manager. The communication is expected as part of the Contractor's due diligence to provide the Department with prompt notification of such significant circumstances.
DATA SECURITY AND CONFIDENTIALITY TASK:
  • The Contractor, its employee, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
DELIVERABLES:
  • Contractor will complete and submit the following deliverables to the Department in the time and manner specified:
  • Monthly: Provision of Independent Verification and Validation (IV&V) services in the time and manner specified in Tasks 6.1.1. to 6.1.5.
