Responsibilities for this Position General Dynamics Mission Systems has an immediate opening for a Deputy Program Manager - Engineering within our Surface Ship Support and Sustainment (SSSS) Business Segment in

San Diego, CA or at our Pittsfield MA location .

Our employees work closely with our customers to develop solutions that allow them to carry out high-stakes national security missions. The selected candidate will technically lead definition of solutions and plans for our PHD BOA, Maintenance/Modernization, and Training portfolios.

In this role, you will oversee the integration of software, hardware, reliability, maintainability, safety and other requirements during surface ship fleet introduction, modernization, and ship sustainment activities.

Ship board Systems include Weapons (organic as well as off-board), Sensors (SigInt, Data, voice, and as used in SUW, AAW, SUW), other effectors (non-lethal self-defense) Navigation, Machinery Control, Propulsion Control, Electrical Control and Distribution, Auxiliaries Machinery and Ancillary Machinery Control and function.

In this role, the candidate should demonstrate a familiarity with the design, integration, installation, test and operation of the above as well as the System Engineering process rigor associated with military requirements compliance. This position provides an opportunity to further advance the cutting-edge technology that supports some of our nation’s core defense/intelligence services and systems. REPRESENTATIVE DUTIES AND TASKS: Lead resolution of waterfront technical issues & risks on critical high profile activities Develop/deliver improved perception of technical leadership in the marketplace via the development of relationships with major program offices and through the promotion of our capabilities at conferences Support Engineering Objectives through ensuring high quality, mission capable products delivered on time and within budget Assist the Senior Engineering Manager by mentoring senior level and junior engineers to grow key skills required by the business. Assist the Business Segment Director in growth & strategy development that translate to engineering plans and requirements Increase customer interaction and satisfaction presenting technically sound solutions, unsolicited ideas for process and system improvements while ensuring the operational perspective is captured in solutions. Drive a culture of innovation and operational improvements Formulate operational concepts; performing mission, functional, cost-benefit and risk analysis; and preparing and/or reviewing specifications for General Dynamics Mission Systems fielded systems to ensure designs meet applicable sustainment and modernization specifications. May be asked to travel to remote locations to provide system test and evaluation expertise during sustainment execution. Performs detailed technical analyses for a system, subsystem or system elements Researches and analyzes data, such as vendor products, COTS components, GFE/CFE, specifications, and manuals to determine feasibility of design or application Supports the generation of technical engineering products by using the appropriate standards, processes, procedures, and tools throughout the system development life cycle Participates in or leads SOW generation for subcontracts Guides the successful completion of major programs and projects Creative, innovative responsibilities requiring advanced decision-making skills Identifies, analyzes and resolves system design weaknesses Frequent contact with managers within and outside of Engineering Frequent contact with project teams across the company Frequent contact with external customers and vendors Frequent contact with Business Development Travel will be required Works without appreciable direction Provides resolution to a diverse range of complex problems which require the use of ingenuity and creativity Keeps abreast of technology trends Contributes to the achievement of business objectives KNOWLEDGE SKILLS AND ABILITIES: Familiar with U.S. Navy LCS shipboard fielded systems. Familiar with Condition Based Maintenance Plus (CBM+) theories and shipboard applications. Familiar with U.S. Navy Information Assurance (IA) requirements and shipboard applications. Demonstrated ability to coordinate surface ship installations and testing at the subsystem and system levels across multiple platforms and geographic locations. Professional etiquette and ability to operate effectively in a distributed team environment and effectively communicate customer initiatives, strategy and mission needs. Familiar with U.S. Naval protocol and the ability to work directly with interfaces in uniform and with engineers in other companies. Effectively communicate site problems concerns and observations to management in a timely manner. Excellent use and understanding of systems engineering concepts, principles, and theories Excellent proficiency in Microsoft Office applications Excellent written and verbal communications skills Ability to get buy-in on concepts and ideas Ability to multi-task Effective in communicating issues, impacts, and corrective actions Excellent understanding of basic project leadership principles including SPI/CPI, Earned Value, Cost Account Management (CAM), and Statistical Process Controls PREFERRED DEGREE TYPES AND EXPERIENCE: Demonstrated success on significant programs as project lead/program technical manager and/or as a program manager with excellent technical and people leadership strengths with proven business experience and ship design, integration and production. Candidates also need to have the balanced technical background to be a decision maker on program technical issues, understand the business aspects, and have the ability to be a strategic / competitive thinker exhibiting an exceptional degree of ingenuity, creativity, and resourcefulness.
