Job Description

Basic Purpose

Under the supervision of the Program Director, assist in directing, supervising, and organizing the Sooner Job ChalleNGe Program (SJCP); assist in formulating and carrying out the policies, procedures, and instructions of the Program Director. Formulate operating procedures and programs for area of assignment; supervise staff, and direct the management of the Program in the Director's absence. The Sooner Job ChalleNGe Program is a highly complex operation, which has the responsibility of recruiting, housing, training, mentoring, and providing for the safety, security, and medical well-being of up to 75 sixteen- to twenty-one-year-old "At-Risk" youth. The Program combines classroom work, technical school training, community service, physical training, and team-building activities to enhance the life-skills and employability potential of these youth. Additional major elements of the program are: career skills, healthy living, drug abuse awareness, leadership/followership, discipline, physical fitness, practical job skills training and character development. This program is a 24-hour per day, 7-day per week operation. The primary purpose of this position is to provide management of the day-to-day operation of the Sooner Job ChalleNGe Program including staff coordination, schedule planning and project management. Core responsibilities encompass program administration, budget, operations, management, and public relations.

Typical Functions

* Operational/Managerial: Work is performed under the general supervision of the Program Director who assigns broadly defined goals, missions and functions. The incumbent is responsible for execution of directions by independently defining and formulating overall strategies, initiatives, goals and milestones. The incumbent exercises a wide-latitude of independence and must display tact, good judgment, creativity and analytical ability to independently work through complex problems or dynamic situations and produce products and solutions. Responsible for daily oversight of all operations, activities, staff and associates(youth); analyze organizational and operational problems and develop timely and economical solutions; ensure program continuity and efficiency is promoted and maintained; maintain and strengthen atmosphere of professionalism, control and discipline within the Program; ensure volatile situations between staff/associates(youth)/partnership entities are avoided and conflicts are maintained at a manageable level and handled professionally; review and monitor program curriculum and classroom presentation to ensure established standards/goals/objectives are met and cadet and staff receive required training.
* Administration/Budget: Assists Program Director with budget planning and execution-ensure program and financial suspense's set by State Resource Management/Youth Programs Division and National Guard Bureau/Master Youth Cooperative Agreement (NGB/MYCA) are met; ensure requirements of the MYCA and NGB are met and documented, provide direct supervision over compliance and

risk management ensuring standards are met or exceeded; provide senior level supervision and mentorship for all SJCPdepartmentheads(Operations,Education,Counseling,Recruiting,PostResidential, Public Relations, Training, Dining Facility, I.T., and Health Services) and staff; establish annual program objectives and performance goals-assess progress toward their achievement; oversee maintenance of all administrative and audit associated
* Public Relations: The SJCP Deputy Director is a moderate to high profile position, most notably during adverse situations, and requires an individual who remains calm and professional under stress. Maintain and strengthen relations with educational and other outside partnership entities; establish and maintain public relations which gain support for program goals and promote continuity and cooperation between the Program, educational partnerships, local community and select local/state/federal agencies. The Deputy Director should become actively involved in civic organizations of the local community which will continue to generate support for the program from within the local community.



Level Descriptor

At this level employees are assigned responsibilities involving the direction or management of a major program, division, unit or function, which is large in size and scope. Responsibilities include program development, direction, planning, and evaluation and organizing and coordinating program services and activities. Incumbents will be given administrative freedom to plan, develop, and organize all phases of the work necessary for its completion within broad program guidelines.

Education and Experience

Education and Experience requirements at this level consist of a bachelor's degree and four years of professional experience in business or public administration, including one year in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one year of technical administrative* or professional experience in business or public administration for each year of the required education. One year of technical administrative* experience may be applied for one year only of the required experience. *Technical administrative experience would include highly complex clerical work gained under the direct supervision of a professional supervisor or manager. NOTE: No substitution will be allowed for the required professional level experience in a supervisory or administrative capacity.

Knowledge, Skills, Abilities and Competencies

Requires an ability to establish and maintain satisfactory working relations with employees, public officials, the press and the general public. Requires an ability to speak before professional and non-professional groups. Capable of making sound and binding decisions through sound judgment in interpreting and applying rules or policy. Requires knowledge of budgeting principals and an ability to manage a multimillion-dollar budget. Able to handle confidential information. Proficiency with computer software, web-based tools and computer hardware and working knowledge of curriculum development. Experience providing leadership and guidance to diverse staff members.
