Under direction, is responsible for the planning, organization, development and supervision of an Economic Development Program; does related work as required.

Conversely, all duties performed on the job may not be listed.Develops a comprehensive plan to establish and foster economic self-help programs in a locality to foster the establishment and organization of small business enterprising; supervises the organization of block associations and provides technical assistance to enterprises until they become self-sustaining.

Provides talks to various religious, civic, and block associations to explain the purposes of the Economic Development Program.

Formulates and is responsible for budgetary expenditures.

Provides assignments and instruction to staff and supervises their work performance.

Maintains records and files.

May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

EDUCATION: Graduation from an accredited college or university with a Bachelor's degree.

NOTE:

Applicants who do not possess the required education may substitute additional experience as indicated on a year for year basis.

EXPERIENCE: Six (6) years of experience in the administration or organization of small business enterprises of various types.

LICENSE

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the problems and procedures involved in the establishment, promotion, and supervision of various self-help small business enterprises.

Knowledge of the procedures required to deal with members of a community organization to elicit required information.

Knowledge of the functions and scope of various public and private agencies that will assist community associations in organizing small business enterprises.

Knowledge of individual and community economic problems.

Ability to organize and administer small business enterprises for the purpose of economic self-help and development in a community.

Ability to prepare reports.

Ability to plan and execute cooperative agreements between the community and officials of the Economic Development Program.

Ability to establish and maintain cooperative working relationships with coworkers and other involved in the work of the unit.

Ability to speak clearly before interested groups concerning the objectives of the Economic Development Program.

Ability to provide assignments and instruction to staff and supervise their work performance. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.

American Sign Language or Braille may also be considered as acceptable forms of

communication.
