ESSENTIAL DUTIES: The Director serves as a member of the Assistant County Manager's leadership team and provides recommendations on goals, policy, strategic decision-making, detention operations and personnel development while overseeing the overall operations of the detention center. Responsible for the safety and security of the detention center, its personnel, inmates and general public. Responsibility includes inspection of the facility in accordance with American Jail Association guidelines and must respond to all corrective action identified as a result of all levels of inspections. Responsible for requesting outside affiliated law enforcement agencies for assistance when an appropriate need arises and summoning additional personnel as needed. Ensures compliance with federal, state and local rules, regulations and legislation along with county and detention policy and procedures. Ensures proper execution of operational processes including planning, scheduling, procurement, grants, process controls, financial, commissary, medical/pharmaceutical and mutual aid agreements performance; coordinates daily operations and monitors the achievement of objectives. Responds to all calls in the event of an emergency involving detention inmates, personnel or public. Responsible for internal affairs investigations. Collaborates with subordinate division leaders within the department individually and as a group on administrative policy along with detention center operations to focus on streamlined processes and develop efficient workflow processes and procedures. Collaborates with the Assistant County Manager on briefings to County management and the Board of County Commissioners. Reviews any change in law or regulations which pertain to inmate care, custody, housing and safety. Monitors and reviews industry practices and service trends; recommends operational and policy improvements. Develops the detention center's conceptual and long-range plans and annual operating budget with particular emphasis on divisions and safety; monitors budgetary expenditures and inventory, tracks detention statistics and evaluates performance measures and processes to improve operations. Monitors contract services ensuring the terms of contracts are fulfilled and cost effective to the needs of the detention center along with overseeing report status of external vendor contracts. Responsible for hiring of detention personnel. Directly supervises exempt and non-exempt personnel to include the training, promoting, counseling, discipline and evaluating performance of staff. Manages the marketing, communications and community education functions for the detention center and coordinates its involvement in community and special events. Works in collaboration with internal County departments and divisions, outside agencies and the public to focus on streamlined subject matter resolutions. Represents the detention center at meetings of local leaders, advisory councils, leagues, associations, affiliations, etc. The duties and tasks of the Director are not limited to those listed above. Employee will perform functions, duties or assignments as directed by the Assistant County Manager, County Manager or the Board of County Commissioners consistent with ability and expertise. MINIMUM QUALIFICATIONS: Education: High school diploma or GED required. Degree from an accredited college or university in related field. Relevant experience or certification may substitute for education. Experience: Five (5) years' experience in public or business administration, law enforcement administration or corrections administration preferred, with emphasis in fiscal operations or personnel administration. Knowledge of operations and management of inmate supervision and services. Knowledge of legal and ethical issues related to inmates' rights. Knowledge of budgeting, cost control, project management principles and evaluation techniques. Certifications, Skills and Licenses: Valid New Mexico driver's license. Certified Jail Administer certification preferred. Ability to follow and provide effective communication verbally and in writing. Good communications and public relations skills required. Skill in public relations with individuals and groups on a wide variety of topics in a wide variety of settings. Strong interpersonal communication skills, including writing and public speaking ability commensurate with senior and executive management team level and the ability to work professionally with persons at all levels, including chief justices, judges, and court personnel, criminal justice professionals and to maintain effective working relationships. Thorough knowledge of planning, programming and operations. Ability to plan, organize, prioritize and perform complex administrative tasks; to accept responsibility and make independent judgments; to properly handle confidential matters. Proficiency using the full suite of Microsoft Office technologies, Zoom and other virtual platform conferencing technologies; experienced and comfortable with using presentation, teaching, and delivery technologies; comfortable and familiar with design and development technology. Skill in managing work forces involved with diverse projects in various locations and in positive group problem solving through regular staff meetings. Highly skilled in leading, coaching, and working effectively and collaboratively with team members individually, and team as a unit, developing positive and mission-driven collaboration and success among team members. Ability to establish and maintain effective working relationships with department head(s), subordinate supervisors, employees and the public. Skill in establishing and maintaining effective working relationships with elected officials, County staff and the general public. Skilled in planning, directing, and administering behavioral health programs and systems. Skilled in planning and implementing policies and procedures. Demonstrated ability to supervise staff, and to consistently apply organization and department policies and procedures. Ability to recognize, maintain, and work with confidential information. Ability to utilize discretion and independent judgment. Ability to maintain confidentiality of client and staff records at all times. Ability to develop long-term plans and programs and to evaluate work accomplishments. Strong analytical and practical problem-solving skills to address complex problems of a non-routine nature bringing together the people and resources needed to address issues or obstacles that prevent progress toward goals. Strong relationship-building skills, ability to work well with others and provide support for team members' professional goals and development; Strong time-management and project management skills and ability to set and reach goals and deadlines.
