Bay West is seeking to grow our Minnesota Department of Transportation (MnDOT) environmental consulting services by adding a DOT Project Manager to our team. Bay West currently provides environmental services to MnDOT through MnDOTs prequalified contractor work type 5.4 Contaminated Property Investigation, as well as 19.1 Asbestos and Regulated Waste Material Assessment & Removal Oversight and 19.3 Regulated Waste Removal. We are currently the only consultant to be qualified in all three work types and we are looking to expand into additional work types with a project manager that can provide the necessary experience and relationships. Specifically, Bay West is interested in expanding our experience and technical knowledge to enable us to win large-scale DOT due diligence and construction monitoring projects. This position will manage individual and large-scale MnDOT corridor due diligence (Phase I and II environmental site assessments) and construction monitoring projects.

**Job Summary:**

The Environmental Transportation Specialist is considered a leadership position and the qualified candidate would mentor and develop a team to execute DOT projects. The ideal candidate has established relationships with MnDOT staff, has experience conducting both petroleum and non-petroleum environmental assessments for MnDOT, and a track record of forging client relationships with MnDOT.

**Ideal candidate must be able to perform the following responsibilities:**

* Prepare both individual MnDOT project proposals and lead large-scale MnDOT proposal efforts and teams.

* Mentor and develop a MnDOT team consisting of project managers, geologists, environmental scientists, and transport and disposal staff.

* Prepare and/or review project deliverables including work plans, project reports, bidding specifications, and other correspondence using technical writing and analysis skills.

* Collaboratively work and coordinate with other staff to problem solve and produce high quality creative solutions for our customers.

* Prepare detailed instructions for field staff and mid-level professionals and direct their project work.

* Make frequent customer/client contact and prepare project status reports.

* Review draft invoices and timesheets prepare final invoices, and appropriately manage project financial performance.

* Travel occasionally to perform field safety audits, kickoff field work, or meet with clients, regulators, and other project stakeholders.

* Routinely attend meetings and conferences as a Bay West representative for business development and recruiting, and at industry functions.

* Foster safety, mentoring, authenticity, and accountability within your team and throughout the company as we strive to become a best place to work.

* Perform other duties as assigned.

**Requirements:**

* Bachelors degree in engineering, geology, environmental science, biology, or related field.

* Minimum 5 years of experience in environmental consulting, with project management experience on investigation and cleanup projects in Minnesota.

* Minimum of 5 years of project experience working directly on MnDOT, WisDOT or other related transportation environmental projects.

* Knowledge of federal, state, and local environmental regulations (especially MPCA guidance documents along with other environmental assessment field data collection methods and procedures).

* Experience in another environmental service line such as regulated materials assessment, Phase I ESA preparation and/or review, industrial services, or other similar examples preferred.

* Strong and demonstrable technical writing and data analysis/management skills.

* 40-hour HAZWOPER training and current refreshers.

* Ability to work on fast-paced projects and supply a quality deliverable that exceeds customer expectations.

* Ability to foster friendly, positive, productive, and team relationships.

* Outstanding customer service and communication skills (both written and verbal).

* Ability to be self-directed and work independently, as well as a team-player.

* Strong time management skills and the ability to prioritize and manage multiple projects in a fast-paced collaborative environment.

* Travel occasionally to perform field safety audits, kickoff field work, or meet with clients, regulators, and other project stakeholders. (
