Performs a variety of finance duties and accounting services that may include, but are not limited to, general accounting, accounts payable, payroll, auditing, treasury management, special assessment, utility billings, budgeting, and financial reporting. Assists the Finance Director with complex accounting and analysis work to assess long-term financial plan and ensures accurate reporting of the Citys financial position. Will interact with other City departments personnel, outside agencies personnel, and the public.
Responsibilities
Perform a variety of financial and accounting functions pertaining to areas such as general accounting, bank reconciliation, accounts payable, payroll, auditing, treasury management, special assessments, utility billing, and financial reporting.
Report financial information in an accurate and timely manner. Prepare monthly, quarterly, and annual financial reports.
Ensure compliance with financial policies, internal controls, and accounting procedures.
Responsible for the overall maintenance of general ledger and preparation of financial reports. This includes but is not limited to preparing journal entries and month-end and project reports.
Serve as primary contact for accounts payable, including reviewing invoices for coding accuracy and vendor file maintenance.
Serve as backup for payroll and utility billing.
Assist in coordinating the annual property, liability and workers compensation insurance renewals.
Assist the Finance Director and City Manager in preparing the citywide annual budget and multi-year Capital Improvement Plan (CIP).
Monitor budget to ensure compliance with accounting standards, purchasing, and other guidelines related to the budget and budget appropriations.
Provide grant management, including research, applications, tracking and submissions as needed.
Assist with annual audit including preparation of schedules and work papers.
Prepare cash flow projections.
Reconcile the citys investments and assist with investment management according to City policy, state law, and fiduciary responsibilities. Report the status of City cash and investment accounts.
Oversee the certification of special assessments including recording and posting receipts and reconciling reports.
Oversee annual renewal of property, liability, and casualty insurance and workers compensation.
Oversee citywide purchasing program including ensuring compliance with federal and state requirements and City policy.
Conduct research and prepare special reports, analytical studies, financial planning, and other financial and accounting projects, initiatives and functions as directed; assist departments with request for financial data, analysis, and assistance.
Perform other duties as assignments.
Qualifications
Bachelors degree in accounting, business administration, finance, and closely related field and three years of experience.
Any combination of education and/or experience that demonstrates possession of and competency in the requisite knowledge, skills, and abilities necessary for satisfactory job performance.
Desired experience in financial software BS&A.
Desired experience of five or more years in government accounting.
Desired experience in principles and practices pertaining to GAAP/GASS; GASB.
