Under general direction of the Assistant Division Manager, performs a wide range of moderate to difficult operational management activities at the company's project site(s); coordinates and directs operations and personnel to ensure efficient and profitable operations of all daily evolution; uses independent judgment within the framework of government contract requirements, established company policies, protocols, objectives or higher direction, in decisions effecting operational activities; makes recommendations and assists in the formulation of operational objectives, policies, protocols and plans as they relate to the project site(s) to which assigned. Plans, directs, and coordinates activities of the project site(s), through the supervisors assigned, to insure that government contract requirements and company goals and objectives for the project site(s) are accomplished within prescribed time frames and funding parameters by performing the following duties personally or through directing subordinate supervisors.

  • Directs and coordinates, through the Assistant Division Manager, operational activities and functions utilizing knowledge of government contract requirements, established company policies, procedures, protocols and practices, in a manner that insures performance compliance and fiscal stability of the project site(s).
  • Reviews current and newly directed tasks, procedures, requirements, restructuring, or contractual modifications, to determine time frames, funding limitations, procedures for accomplishing tasks, staffing requirements, and allotment of available resources to various phases of tasks.
  • On a regular rotational and necessarily frequent basis, attends all shifts of the project site(s) to directly observe workflow and compliance with protocols. Directs and coordinates activities of project site(s) supervisory personnel by providing feedback and implementing immediate contingency direction to supervisory personnel.
  • Monitors budget on a daily basis to ensure weekly goals will be made. Makes immediate operational changes as necessary to correct deficiencies before the next days work. Modifies work protocols as necessary from "lessons learned."
  • Reviews budget with Division Manager on a weekly basis to ensure end of month goals are attained. Makes daily operational changes as necessary to correct deficiencies before the following week's review.
  • Maintains exclusive responsibility for authorizing overtime. Takes necessary action on a daily basis to ensure overtime is eliminated by implementing changes in procedures, or by providing additional additional personnel, or by other extraordinary measures as may be required, including disciplinary action. If necessary changes require outside or higher authority resources, requests for such resources will be made immediately and in writing with diligent follow-up until necessary resources have been provided.
  • Reviews monthly budget outcomes with Division Manager and subsequently, with subordinate Supervisory personnel to devise and implement operational strategies necessary to ensure achievement of financial objectives, including the elimination of overtime.
  • Reviews all daily reports prepared by project site(s) supervisors and modifies schedules or plans as required. Prepares project site(s) reports and records for management review, as directed. Analyzes all daily reports of activities to identify inefficiencies, waste, fraud, or hindrances to profitable workflow. Subsequently evaluates current procedures, practices, protocols and precedents for accomplishing operational activities and functions and makes immediate modifications as necessary.
  • Proactively anticipates, monitors, identifies and resolves operational problems. Insures employees receive training necessary to perform tasks to which assigned and/or improve on exhibited deficiencies.
  • Develops alternative and/or contingency methods for work improvement. Discusses with Division Manager to insure compatibility with other company objectives or governmental regulations, and if approved, then implements policy for work improvement or contingency methods.
  • Confers on a daily basis with all supervisors to provide technical advice and to resolve problems. Periodically confers with all employees assigned to the project site(s) through formal group meetings or individually. Maintains written records of the general subject matter of such meetings.
  • Direct communications regarding operational activities with related activities of the Human Resources Manager is authorized. The Human Resources Department is primarily responsible for matters dealing with disabilities in the areas of employee recruitment, selections, transfers, promotions, and disciplinary dismissal measures. The Division Manager should be kept generally informed of the subject matter of such communications. The Division Manager will normally be the primary point of contact for personnel issues for employees who are not disabled.
  • Direct communications regarding operational compliance related activities can be communicated to Human Resources Department is authorized. The Human Resources Department is primarily responsible for matters dealing with policy requirements, investigations and all higher authority criteria and compliance measures necessary to accomplish operational objectives. The Division Manager should be kept generally informed of the subject matter of such communications.
  • Other duties as assigned.


Requirements

Minimum Education (or substitute experience) required: Bachelor's Degree (BA) from four-year college or university; or equivalent combination of education and experience.

Minimum Experienced Required: Two to three years related management experience or training. Ability to read, write and speak effectively in English. Excellent writing and verbal skills. exceptional organizational skills, proficiency in Excel and Word. Must possess a valid Driver's License for applicable State and have a willingness to use personal vehicle in the course of employment such travel is subject to mileage reimbursement at the rate established by the company. May be required to obtain company-sponsored license to operate forklift. Certificate of course completion and passing for State required Sexual Harassment Training within six (6) months of obtaining the position. Non-compliance with all or part of this section may result in demotion with possible termination. Must initially pass the Defense Biometric Identification System (DBIDS), and yearly review thereafter. Non-compliance with all or part of this section and/or failure to pass all or parts of the Background Investigation could result in retraction of job offer with the possible of termination.

Skills Required: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence and to speak effectively before groups of customers or employees of organization in English. Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of higher math. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Must comply with the necessary requirement of the position to primarily work nights and weekends. Must be able to recognize supervisor' deficiencies or deviations from established policies, procedures, protocols, or expectations. Must be able to manage, counsel, direct, and/or discipline to the degree to insure immediate and permanent rectification of the negative situation by the supervisor. Must set thresholds of tolerance and be able to evaluate supervisor's performance maintaining utmost responsibility to the company. When any thresholds has been violated, must immediately recommend supervisor changes or terminations in the interest of the company.
