Housing and Redevelopment Manager

The Manager position is a highly visible position which manages and administers the City’s housing and redevelopment programs to address affordable housing and redevelopment needs in the community. The class is responsible for planning and managing operations, policy and procedures, evaluation and overseeing capital improvement plans. The class assists in the development of programs and policies, in junction with the Director of Housing and Redevelopment for recommendation to the City Manager, elected officials and community.

Plans, directs and coordinates activities of public-funded programs to ensure that objectives are accomplished according to federal, state, and local regulations.

Assist residents with technical and professional assistance on new home development, housing rehabilitation programs; and communicates official policies and procedures regarding various programs.

Prepares and coordinates studies and reports involving source allocation, revenue projections, funding source development, utilization of services and/or the review and management of contracts and grants.

Develops programs and policies for administration of contracts and public-funded programs.

Develops recommendations concerning present and future grant and contract funding requirements for current and projected future programs.

Coordinates the preparation of status reports and conducts follow-up studies to review the impact of policy decisions, program development, and resource utilization, and makes recommendations on the continuation or termination of programs.

Provides technical expertise concerning funding sources, contract development, and grant application requirements.

Serves as liaison with federal, state, and local representatives concerning funding sources for services programs.

Monitors applicable state and federal legislation and prepares departmental position statements regarding such legislation.

Monitors and researches trends laws, rules, and City policy to plan current and future Section 8 Housing Choice Voucher and Community Development Programs activities.

Coordinates work with various Advisory Boards.

Operates public information and outreach program; provides assistance to very low, low, and moderate-income families with meeting program requirement.

Attends or conducts staff meetings, board, committee, community and other meetings. Requires three years or more experience in Housing and Redevelopment. Requires Bachelor's degree or education and training equivalent to four years of college education in Social Services or a closely related field. Requires a valid State of Florida driver license and satisfactory driving record as a condition of initial and continued employment. #J-18808-Ljbffr
