Seeking a

Manager

to be responsible for oversight of the

Process Control Department

at a petrochemical refinery. This includes responsibility for the selection, installation, application, and utilization of process control and optimization applications in the operating processes. Developing, implementing, and maintaining target performance for Advanced Process Control (APC) applications.

Develop and execute plans for improving existing applications, implementing new APCs, implementing long-term support strategies for the Delta V programs and Alarm Management, and ensuring the development and implementation of capital and non-capital improvements and applications that will generate earnings, reduce energy consumption, and improve process stability.

Responsibilities:

Review all engineering projects in the refinery for operability and controllability. Provide counsel and assistance in technical matters to engineers, technicians, operators, and supervisors throughout the facility.

Provide service, stewardship, and control cost in every area of automation including managing the department budget.

Manage the Process Control department to ensure efficient execution of all Process Control-related activities at the refinery. Review all engineering projects within the refinery for controllability as well as operability. Initiate programs, methods, and services to obtain solutions to process control and operating problems.

Steward the development and implementation of Advanced Process Control and Optimization strategies and programs.

Facilitate the determination of operating constraints and process measurement variables.

Guide the configuration of the systems such that constraints are safely exploited for maximum profitability.

Establish and maintain KPIs related to process control performance and impacts on refinery economics.

Lead any selection, funding, and deployment of basic Process Control Systems (DCS / Delta V), Multivariable Control (MVC), Expert Systems, Emerson MPC Controllers, and Safety Instrumented System (SIS) hardware and software infrastructure.

Stay current on modern refining and control technology.

Consult with and mentor others (engineers, console supervisors, unit supervisors, and others within the company) concerning optimization, performance, and control of processes as needed.

Direct the configuration, security, and maintenance of the refinery instrumentation systems and related historical data including DCS, Delta V, tank gauging, blenders, electrical system monitoring, expert systems, safety instrumented systems, etc., and consult/assist on engineering projects and practices affecting the same. System additions and planning version upgrades are included.

Participate in the development of the MTP and annual budgets and manage and monitor expenditures throughout the year to ensure compliance with budget.

Build relationships with and authorize work by many vendors as required to sustain availability for process control systems.

Develop training plans and strategies to improve overall knowledge of Process Control and APC, facilitate interaction with other work groups, establish goals, and set performance criteria. Review and evaluate the performance of departmental employees.

Review candidates to fill vacancies, conduct performance reviews, and recommend salary increases and bonus payments.

Challenge employees to seek self-improvement through training and individual developmental programs.

Qualifications:

BS in Chemical, Mechanical, or Electrical Engineering or a related degree plus 10 years of job-related experience (15 years preferred).

Minimum of 5 years of supervisory experience (preferred).

Strong analytical skills and ability to effectively communicate in refinery and Process Control areas.

Detailed knowledge of refining processes and the economics of the refinery is required.

A valid Driver’s License is required.

Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card).
