Coordinates the programs and activities of the Pflugerville Municipal Court juvenile cases, including juvenile crime prevention, counseling, and detention. Coordinates assigned activities with other departments, divisions, and outside agencies, and provides responsible administrative support to the Court Administrator. This independent advanced clerical/technical work requires the performance of a wide variety of legal and complex clerical duties in the Pflugerville Municipal Court. These assignments are performed with some degree of independent judgment within established policies and procedures, and it requires public relations skills, initiative, accuracy, and teamwork. Provides customer service to citizens, defendants, parents of defendants, and other parties by phone, in person, by email and mail, i.e. answers questions, takes payments, sets court dates, enters information in computer, receives required and/or court ordered documents. Prepares cases for court, prepares judgments, orders, warrants, correspondence, subpoenas, summons, and other court documents. Enters and updates case information in the court case management system. Collects public funds at the Municipal Court service window by attending the public, processing funds by receiving cash, checks, money orders, and credit card payments in person, and by mail; processes online payments; issues receipts and credit payments on account for fines and other Court-related business for many transactions requiring knowledge of payment and status codes, regulations, and departmental policy. Accounts for all funds received accurately in compliance with prescribed procedures. Imports/inputs all citations issued by the Police Department, Animal Control, Code Enforcement into Municipal Court case management system, verifies that citations are imported properly, informs defendants of citation being filed. Attends walk-in customers and receives court documents filed by the general public, defendants, and attorneys. Provides public information and customer service assistance by explaining court procedures and the different options available to defendants in person, by telephone, mail, e-mail or fax. Referring customers to appropriate staff for assistance with sensitive and private matters. Exercises initiative, critical judgment, and extensive discretion when handling confidential and sensitive information. Prepares legal correspondence and court documents as instructed by the Prosecutor and Judges. Interacts with the Prosecutor, Judges, Attorneys, and other Local/State agencies in processing contested cases and legal documents. Verifies insurance coverage and community service hours, processes necessary documents and updates the case. This position incumbent may act as relief to the Deputy Court Clerk I. Assume responsibility for all services and activities of the juvenile cases including Teen Court. Works as a liaison between parent, juvenile, diversion programs and the court. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs including the maintenance and operation of the volunteer services and other programs within the Municipal Court juvenile program. Monitors and evaluates (continuously) the efficiency and effectiveness of the juvenile programs. Identifies opportunities for improvement, reviews with the Court Administrator and implements improvements as directed by the Administrator and the Judge. Assists Court Administrator in planning, coordinating and reviewing the work plan for juvenile case services and programs, monitors workflow, and reviews and evaluates work programs, methods, and procedures. Serves as liaison for the Municipal Court on juvenile cases with other county programs between agencies, juveniles, and parents. Provides staff assistance to the Court Administrator. Prepares and presents statistical reports and other necessary correspondence to the Court Administrator. Recommends modifications to juvenile case programs, policies, and procedures as appropriate. Performs other duties that support the overall objective of the position as assigned by the Supervisor. Conveys a positive professional image by action, communication, and appearance. Regular, reliable and punctual attendance is an essential function of this job. Exercises considerable initiative and judgment; and extensive discretion when handling confidential and sensitive information. Contributes to team effort by performing other duties as assigned by Supervisor. Follows Judge’s Standing Orders and performs duties ethically in accordance with the Judicial Cannons. Must adhere to all City/Departmental Policies and Procedures and follow Security and Safety Regulations. Formal Education: High School Diploma or equivalent. Relatable Work Experience: Three (3) years of experience in Municipal Court procedures. Two (2) years of experience in customer service and payment processing. One (1) year of experience in data entry and processing. Training, Licenses, or Certifications: Certified Court Clerk II, valid Texas Driver's License. Preferred Qualifications: Bilingual: Spanish. Knowledge: Knowledge of the Municipal Court legal procedures and processes. Knowledge of ordinances, statutes, and laws within the scope of the Municipal Court’s jurisdiction. Knowledge of Municipal Court software (Incode) and specialized data management court systems. Knowledge of legal terminology. Knowledge of office practices, procedures, and equipment, including filing systems, telephone techniques, business letter and report writing. Requires business mathematics skills to compute sums and calculations. Must be skilled in using and troubleshooting various standard office machines. Requires sufficient skill using the English language, grammar, spelling, punctuation, proofreading/editing, to prepare legal and professional correspondence. Requires skill in communicating/explaining Court procedures. Requires sufficient human relations skill to present a positive image of the department, convey technical information to others, and use patience and sensitivity in dealing with a diverse population that can be hostile and confronting. Skills/Abilities: Ability to learn and perform all the duties of the position efficiently, accurately, and in an open environment with interruptions and distractions. Requires the ability to work with extensive detail while maintaining a high degree of accuracy. Ability to learn, interpret, explain and apply knowledge of department organization, operations, programs, functions, and special/legal terminology when performing assignments. Ability to answer effectively, present information and respond to questions from the general public with professionalism. Effectively respond to a high-pressure environment; plan, organize and prioritize work to meet deadlines and timelines; perform multiple tasks; work with frequent changes in priorities. Ability to work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the City of Pflugerville and its services. Discern and observe the needs of the public; handle difficult customers; accurately count cash and coins and give the correct change; record transactions and keep accurate records. Proficiently use computers and Microsoft office applications to produce legal correspondence, reports, and type keyboard accurately; learn and proficiently utilize new computer applications including Incode software. Ability to maintain confidentiality regarding court records and juvenile records. Ability to establish and maintain effective working relationships with supervisors, co-workers, and city personnel and to deal effectively with the public under adverse conditions. Ability to adapt to a work setting with simultaneous demands and interruptions. Ability to add, subtract, multiply and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate, compile and analyze statistical data. WORKING CONDITIONS: Work is confined mainly to an office setting where some security/safety considerations exist from emotional argumentative, or hostile customers. Hours are typically set but may vary with night court duties and after-hour Teen Court hearings and arraignments and as assigned by Supervisor. Work requires travel, overnight stays for training, and conducting City business. PHYSICAL REQUIREMENTS: Must be able to sit or stand for long periods answering phones, assisting defendants, performing computer work, filing, copying, scanning, and performing other administrative work. Must possess general manual ability to operate a computer, standardized office equipment requiring repetitive motions, perform filing and other office functions, and reach with hands or arms. Must be able to move about an office, bend or stoop, retrieve files, lift books or other materials, use stepstools and stepladders to store and retrieve items of various sizes, shapes, and forms weighing up to 30 pounds. Must be able to handle stressful situations. Must possess mental acuity for attention to accuracy and detail.
