Job Summary

The Chief Access and Compliance Officer supports the Vice Chancellor in the efficient and effective operation of the Office of Student Success and Strategic Partnerships.

The Chief Access and Compliance Officer-Support, Training, and Compliance will be responsible for supporting the 13 community colleges and 24 colleges of applied technology, as well as the system office, in preventing discrimination and providing opportunities for all students. The DSIO will provide leadership and training for colleges and the system office in the areas of Title VI, Title IX, and Methods of Administration (MOA) compliance. This position reports to and supports the Assistant Vice Chancellor for Student Support Services and works in concert with system office leaders and personnel, as well as senior level administrators, staff, faculty and students to meet compliance obligations efficiently and effectively and foster ethical behavior and a culture of integrity.

The position will serve as the Title VI Coordinator and Deputy Title IX Coordinator and will have primary responsibilities at the system office for non-discrimination training, including providing leadership and coordination necessary for implementation of major components of non-discrimination compliance within the TBR system. The position provides leadership and guidance on development and implementation of federal student and employee compliance topics, with an emphasis on helping the colleges' Title IX Coordinators. The AVC is a service-based role assisting other stakeholders with systemwide projects and initiatives and will also conduct investigations into allegations of discrimination involving employees and students as needed.

The position must possess the ability to build consensus and communicate effectively with all levels of personnel with a combination of tenacity and tact. The AVC will develop, coordinate, and support cross-functional and system-wide ongoing learning opportunities related to non-discrimination and inclusion; as well as develop, coordinate, and support targeted conferences, workshops and training.

This position may have the opportunity to work remotely within the state of Tennessee but with periodic visits to the TBR System Office (Nashville, TN) at the employee's expense, and potential travel to Tennessee TBR colleges.

Job Duties

  • 35% - Serve as system training and compliance officer for Title VI, Title IX (as Deputy Title IX Coordinator), and MOA; providing leadership and support in coordination, planning, implementation, and evaluation of cross-functional, system-wide focused initiatives. In this capacity, the DSIO serves as the system office liaison with college Title VI and Title IX officers, providing leadership, guidance and other resources as needed; it also conducts investigations; and writes required reports; administers annual training programs for system staff and students including Title IX training to all institutions and TBR System Office; administers Title VI staff training, climate surveys, and other specialized training as identified. - (Essential)
  • 30% - In coordination with the Vice Chancellor for Student Success, oversee federal and state level compliance reporting. Compile annual Title IX report, MOA reviews and state plan, and reporting to the Tennessee Human Rights Commission. - (Essential)
  • 15% - Works with other TBR offices and institutions in Civil Rights and Accessibility reviews as required by the Methods of Administration (MOA), Office for Civil Rights, U.S. Department of Education. - (Essential)
  • 10% - Represents Office of Student Success and Strategic Partnerships on the cross-functional system office teams charged with implementation of programs and initiatives related to inclusive excellence, compliance, and student success. Minimum Qualifications
•Master's degree in education or related field
•Proficient with Microsoft Word, PowerPoint and Excel
•Minimum of 7 years' higher education experience (Doctorate and 3 years' experience can be substituted)
•Demonstrated commitment to the principles of equal opportunity/inclusion within the higher education context
•Evidence of substantive involvement in federal, state and institutional compliance processes
•Ability to work both independently and as a member of a team, possess a strong attention to detail, and the ability to balance and effectively prioritize numerous projects covering a variety of subject matters, as well as other daily office responsibilities
•Demonstrated ability to design and implement compliance related training and or learning opportunities across the higher education spectrum.
•Some knowledge of fact-finding interviews.

Preferred Qualifications
•Doctorate degree in education or related field; Juris Doctorate
•Experience in student conduct or compliance at an institutional level
•Knowledge of how to develop accessible web content

•Demonstrated ability to use data analytics and visualization tools to inform a broad range of audiences through presentations and report writing;
•Excellent writing and communication skills;
•Discernment and self-awareness regarding best practices in working with diverse groups of people and interests, in order to advance inclusion across the higher education spectrum (faculty, staff, and students.)
•Working knowledge of applicable federal and state laws and guidelines.
•Ability to maintain high professional and ethical standards, a sense of accountability, sound personal judgement, and the ability to handle confidential information.
