Summary

The Outreach Behavioral Health Co-Responder will respond to behavioral health emergencies or referrals with the Island County Sheriff's Office. This position will be responding to community needs through working with high utilizer/high risk individuals, including those exiting Western State, other hospitalizations, or incarceration.

The Co-Responder will collaborate with existing services available through Island County and all other service providers in the county including mental health and medical needs, housing assistance, referrals to advocacy groups, schools, community liaisons and other needs as identified through assessments.

This position will serve those who have extensive history of psychiatric hospitalizations, are unhoused, have co-occurring disorders, medical problems, and/or are involved in the criminal justice system. Services might include helping individuals with housing, parenting, benefits, symptom management, medical care, mental health treatment, substance use disorder treatment, and employment.

May be hired at pay grade 13 or 14 dependent upon qualifications.
Pay Grade 13: $32.28/hour
Pay Grade 14: $34.77/hour

Job Duties

  • Follows policies, procedures, and protocols for this program as a member of the Outreach Behavioral Health Team.
  • Provides immediate intervention during mental health/substance use disorder crises to individuals and/or families who are encountered by law enforcement.
  • Works closely with VOA Care Crisis organization, law enforcement, hospitals, Designated Crisis Responders, Mobile Crisis Outreach Team members and other community partners coordinating referrals.
  • Completes situational assessment and provides immediate mental health/substance use disorder support to all clients entering caseload.
  • Develops recovery oriented stabilization plan with clients and/or their families as the means for implementing appropriate services. Responsible for coordinating services being provided; arranging resources, advocating for needed services, intervening in crises, and making appropriate referrals.
  • Documents all contacts in a timely basis including face-to-face interviews, collateral and networking contacts, counseling appointments, and correspondence. Maintains case records in accordance with standards and requirements. Prepares reports by collecting, analyzing, and summarizing treatment and results data.
  • Prepares case closure in a timely manner by reviewing and communicating care plans, orienting family members and other collateral contacts and providing resources.
  • Provides follow up services when appropriate and necessary.
  • Communicates clients' progress by attending weekly interdisciplinary meetings and supervision and in compliance with agency policies and procedures. Collaborates and works with other community agencies and law enforcement. Attends coordination meetings with law enforcement.
  • Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations.
  • Being available to work flexible hours including evening and weekend hours.
  • Performs other duties as assigned by the supervisor that are consistent with the position.

  • Effectively communicate, both verbally and in writing, with others for purposes of gathering and relating information.

  • Independent and self-motivated to complete required deadlines while simultaneously completing other tasks.
  • Familiarity with client record documentation requirements and of client services plan development and implementation.
  • Maintains a high standard for accuracy, completeness and efficiency in the preparation of reports.
  • Proven working experience in case management.
  • Time management and organizational skills.
  • Problem solving skills.
  • Good computer and data entry skills.
Education, Experience & Certifications
  • Master's degree in social work, counseling psychology, or related field required.
  • LMHC, LMHC-A, LICSW, LSWAIC, LASW, and LSWA-A required (or eligible)
  • Valid Driver's License.
  • 2+ years' experience in providing crisis mental health and/or counseling services preferred.
  • Prior relevant experience and training may be substituted for years of experience.
  • Willingness to take part in familiarization with law enforcement policies and procedures.
