Job Title: Business Analyst 3 (HYBRID)Location: Richmond, VADuration: 12+ MonthsJob Description:This position will work closely with multiple stakeholders, Subject Matter Experts (SMEs), and development teams to document business requirements & business flow diagrams. This is a hybrid position and will be expected to work both remotely & in office.This position is responsible for enterprise-wide business analysis of web applications for the Office of Information Management (OIM) and its customers. This position will work closely with multiple stakeholders, Subject Matter Experts (SMEs), and development teams to document business requirements. The Business Analyst will report to the Project Manager to ensure business requirements, enhancements, modifications, and newly identified business initiatives are thoroughly documented for successful implementation of Information Technology solutions.Specific Tasks such as: Working with customers and project management team to develop business requirements in response to requests for systems enhancements, modifications, and newly identified business initiativesWorking with technical team and vendor to ensure requirements are incorporated into systems design and testingEvaluating alternative strategies and making recommendations for viable solutions that are compatible with current technologies and systemsDeveloping requirements documentation and business flow diagramsActively participating in functional and systems integration unit testing; creating test plans, scenarios, and testing resultsAssisting customers with testingDeveloping and presenting training to customersProviding implementation and maintenance supportMeeting regularly with customersProactively making suggestions for systems and process improvement and performing competitive, problem, and opportunity analysis, emphasizing integration, experimentation, creative brainstorming, early complexity assessment, and capturing results in the form of a business case to propose a new change initiativeKeep Project Manager informed of key issues that may impact project implementationFacilitate project conference calls, status meetings, planning sessions, and provide for meeting notesUtilizing system-based project management applications, collaboration applications, and MS Office applications; Visio, SharePoint, Google Meets, Teams, etc.Please note we are looking for a self-motivated and proactive Business Analyst who is detail oriented and not necessarily a blended PM.Skills: SkillRequired / DesiredAmountof ExperienceKnowledge of relational databases (SQL), system development lifecycle (SDLC) methodologiesRequired7YearsKnowledge of quality assurance techniques, and change management proceduresRequired7YearsDemonstrates skill in project planning, requirements gathering, business analysis, business process mapping, procedural writing, process engineeringRequired7YearsDemonstrates problem-solving, active listening, negotiation, conflict resolution, group visitation, written and oral communicationRequired7YearsDemonstrates organization and time management, and presentation skillsRequired7YearsAble to manage, coordinate, and prioritize multiple activities concurrently with limited supervision & to adjust efficiently changing prioritiesRequired7YearsKnowledge of business process engineering methodsRequired7YearsKnowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and AgileRequired7YearsAbility to blend methodologies together in the right proportions to fit a project and business environmentRequired7YearsMust be able to operate effectively in a changing environment with multiple prioritiesRequired7YearsStrong attention to detail, with the ability to follow-throughRequired7YearsExcellent verbal and written communications skillsRequired7YearsStrong analytical, planning, and organizational skills with an ability to manage competing demandsRequired7YearsBachelor's degree in Information Technology, Information Systems or Computer Science, or equivalent experienceRequired7YearsExperience with Healthcare Information SystemsDesired5YearsExperience performing systems analysis, architecting technical solutions, and/or coordinating application development projectsDesired5YearsExperience or knowledge with the Commonwealth of Virginia Information Security Standard, SEC 501Desired2YearsExperience with RFPs; creation, coordination, and reviewDesired5Years
