The Employing Office Location is Albuquerque, NM. Duty Station Location will be negotiable after selection. Telework/Remote Work will be considered for highly qualified candidates.
This position is part of the Education Human Resources, Bureau of Indian Education (BIE). As a Supervisory Human Resources Specialist (Employee/Labor Relations) you will be responsible for full administrative, technical, management, and supervision of employee/labor relations programs related processes. Applicants must meet the qualification requirements contained in the
OPM Standards . For this position, they are listed below.
SPECIALIZED EXPERIENCE:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-14:
One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service. Examples include: Directs, develops, and implements procedural guidance for the E/LR staff and other human resources activities related to E/LR.
Researches new and innovative program directions to formulate new policy/regulations/procedures pertaining to employee/labor relations, performance management and related human resources activities. Supervises, plans, directs, and evaluates, the workload of the E/LR unit. Oversees, advises, and guides headquarter level operational matters, not limited to: processes, individual cases involving all phases of grievances/appeals, unfair labor practices (ULP), third party hearings - Arbitration, Fair Employee/Labor relations authority (FLRA) and Office of Hearings and Appeals. Provides expert level guidance and support for the E/LR unit to ensure employees understand their responsibilities, rights, the procedures and timeframes under various avenues of dispute resolution including administrative grievance procedures, the Equal Employment Opportunity (EEO) complaints systems, appeals to the MSPB, complaints to the Office of the Inspector General (OIG), Department of the Interior. Works with all levels of the bureau and other pertinent Federal, State, Local and Tribal Organizations with matters involving E/LR communication and counseling.

Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
