Job Summary:

Leads the Secretary of State's development team in efforts to develop custom software for all business units. Manages the daily activity of application developers, application architects, and database administrators. Works closely with all agency business units, external vendors, stakeholders, and project managers to effectively deliver solutions. Provides technical and architectural guidance to development staff and stakeholders to ensure that applications are developed in a cost-effective, standardized, supportable, and reproducible manner.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Provides technical expertise in developing architectural frameworks for enterprise applications Researches and suggests new technologies to improve application performance. Manages professional employees and supervises complex technical or business support or production operations teams Creates and promotes a productive work environment, ensuring that necessary skills and competencies are in place to meet the goals of the unit Adapts departmental plans and priorities to address resource and operational challenges Reviews and recommends improvements to existing architectures Maintains documentation for system architecture for reference purposes

Knowledge, Skills & Abilities (KSAs):

Knowledge: - Broad and generally deep understanding of all facets of management and leadership, as well as a vision for the specific business program/function being managed. - Most infrastructure technologies and in-house developed applications are utilized in the enterprise. - The organization’s methodologies and tools - The organization’s policies and procedures. - Interrelationships among various internal and external organizational functions. - Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.

Skills: - Strong customer service skills - Excellent interpersonal, written, and oral communication skills - Demonstrated experience with HTML, DHTML, HTML5, WebAPI, and/or Web Services - Confirmed expertise in delivering large, complex projects with heavy business requirements - Advanced knowledge of object-oriented design and development - Ability to work closely with staff at all levels throughout the entire process

Abilities: - Balance, prioritize, and organize multiple tasks. - Work collaboratively in teams and across organizations - Synthesize feedback and adjust plans accordingly - Build strong relationships inside and outside the organization - Develop and write technical documentation - Evaluate and test emerging technologies - Apply creative solutions to business problems to ensure business needs are most effectively met - Architect, build, and launch complex applications - Create and write policies and standards - Support a diverse, multicultural workforce that reflects the community and promotes equal opportunity at all levels of public employment, and create an inclusive work environment that enables all individuals to perform to their fullest potential, free from discrimination.

Bachelor's degree plus five or more years of programming and analysis experience (or equivalent experience) Master's Degree preferred
