Overview:

Under the general supervision of the Executive Director, the Director of Finance is responsible for providing leadership and direction to the Finance department. This position develops solutions to administrative challenges, funding requirements, and operational efficiency.

Essential Duties and Responsibilities:
  1. Develop annual District-wide budgeting process, including developing budget timelines, establishing & communicating District-wide budget goals, coordinating multi-level departmental reviews, and coordinating Park Board review. Provide continuous evaluation and improvements of the annual budget process to increase efficiency.
  1. Develop comprehensive annual budget document that is presented to the Park Board and staff and displayed on District website.
  1. Ensure compliance with all legal requirements associated with the budget approval process, including publishing public notices, preparing and presenting Budget and Appropriation Ordinance to the Park Board, and filing all required legal documents with DuPage and Will Counties.
  1. Analyze, interpret, and communicate monthly financial operating results to provide information and guidance to officials and departments.
  1. Actively participate in District's Strategic Planning process, including developing key organizational and departmental goals and initiatives. Ensure strategic goals and initiatives are aligned with the allocation of resources reflected in the District's annual budget.
  1. Develop and drive continuous improvement initiatives related to the core processes in the Financial Department. Identify appropriate data to collect, evaluate, and utilize to support initiatives, make decisions, and make available to others as needed.
  1. Take a leadership role in debt management and bond issuance to ensure the most efficient use of the District's bond capacity and borrowed monies.
  1. Prepare annual tax levy extension and all required documentation for Park Board approval. Responsible for timely filing of all required tax levy documentation with DuPage and Will Counties.
  1. Serve as board treasurer as appointed by Park Board.
  1. Work with external auditors during annual audit. Responsible for preparing annual Management Discussion and Analysis (MD&A) portion, and all other financial narratives included within District's comprehensive annual financial report (ACFR).
  1. Support directors and managers with analyzing the financial performance of recreation programs, park operations, golf course operations, facility operations, and support department operations to ensure District effectiveness.
  1. Provide direction in aligning accounting with overall organizational strategy.
  1. Invest District funds to maintain the safety of principal and optimize rates of returns.
  1. Develop and maintain District's 3-year financial plan.
  1. Develop, review, and maintain all financial policies of the District.
  1. Successfully complete annual Open Meetings Act training and serve as an Open Meetings Act Officer.
  1. Develop annual department/division budget and yearend projections as outlined in the annual budget calendar. Communicate budgetary requests as needed and educate direct reports on the approved annual budget. Continuously monitor budget performance throughout the year, adjusting for unexpected expenses or fluctuations in revenue as appropriate. Approve expenditures.
  1. Manage work of others, including planning, assigning, scheduling, and reviewing work, ensuring quality standards. Is responsible for hiring, disciplining, training, and developing, reviewing performance, and administering performance improvement plans for staff. Approve and sign off on biweekly payroll.

Other Duties and Responsibilities:
  • Serve as a member of the Leadership Team and actively participate in the development of organizational strategies and initiatives.
  • Act on behalf of the Executive Director as requested.
  • Serve on committees, commissions and/or boards representing the District when requested or appointed.
  • Prepare agenda items and attend regular and special board meetings as required.
  • Provide department updates to the Park Board as required.
  • Provide accurate analysis of departmental project proposals.
  • Other duties as assigned.
Knowledge, Skills, and Abilities:
  • Thorough knowledge of accounting, budgeting, levy preparation, governmental financial processes, reporting processes, internal audit, and systems and controls procedures.
  • Knowledge of budget approaches including performance-based budgeting and zero-based budgeting.
  • Working knowledge of basic computer software including Microsoft Office.
  • Knowledge of organizational theory, management, and administrative techniques.
  • Capacity to make decisions objectively based upon customer service and fiscal constraint.
  • Ability to multitask, organize, and maintain attention to detail. Ability to prioritize and handle a variety of different tasks at the same time.
  • Ability to maintain strict confidentiality regarding all aspects of District operations including but not limited to financial data, customer data, employee data, and personnel matters.
Education and Experience:
  • Bachelor's degree in finance, Accounting, Business Administration, or related field.
  • Minimum eight (8) years of administrative or supervisory experience in public sector accounting with private or industrial accounting as an alternative, or an equivalent combination of education and experience.
  • Valid driver's license.
Special Considerations:
  • Subject to office environmental conditions.
  • Ability to travel to and work at all Naperville Park District facilities.
  • Subject to modified/flexible work schedules.
  • Regular onsite attendance is an essential function of this position.
