Description

Gaston Social Services: Protecting, caring for and empowering children and adults who are temporarily or permanently unable to care for themselves through the administrating of federal, state and county programs focused on improving the well-being of our citizens.

The goal of the Gaston County Human Services Center and Division of Social Services is to foster an agency which is professionally responsive to our citizens' needs through daily caring outreach and simultaneously serve as an advocate for those in need. We strive to be community-minded and community-spirited. We abide by federal, state and county operating instructions in providing services and we assist welfare recipients in attaining self-sufficiency.
Examples of Duties

The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.
  • Reconcile information recorded on DSS5409s for foster care placement reimbursement to State reports in order to ensure appropriate Federal and State revenues are received.
  • Calculate foster care board report adjustments. This requires communication with QA team to maintain up to date caseload and eligibility status reports.
  • Maintain Extended Care placement log and License Log, updating moves, new addresses and obtaining W9's for accounting team.
  • Reconciles Children in Custody spreadsheet against the Foster Care System. Also, communicates with Legal team to ensure court orders are sent to the correct locations.
  • Calculates and Completes annual Social Security reports by due date for children in foster care, to report how the child's resources have been spent. Creates reports to alert workers when clients are at maximum limits. Processes letters and payment to Social Security Office when child exits DSS custody to return funds accumulated. Also, communicates with Social Security Office on issues with these accounts.
  • Keys Adoption Assistance vendor payments in the CPPS system on the DSS-5095 for reimbursement from Federal, and State funds. Maintains spreadsheets of payments claimed to notify workers of reimbursements.
  • Assists with training of Social Work staff to ensure proper paperwork is completed timely and correctly for placement of children in DSS Custody and understanding the process in which vendors are paid.
  • Backup runner for accounting errands, such as bank deposits and Administration Office correspondence.

Minimum Qualifications

2 year accounting degree or certificate, or an equivalent combination of education and experience.

2 years experience in budget and accounts payable/receivables preferably in a DSS. Knowledge of accounting principles, quality assurance program practices, planning/development of assessment tools and techniques, DSS program knowledge, experience in purchasing, payables, receivables, fiscal management, good communication skills, and proficient in Word/Excel.

A valid driver's license is required.
Additional Information

Minimally qualified applicants will start at 25% of the salary range: $21.55/hr.

The applicant selected must undergo and pass a drug screening test prior to employment.
