This 1634 Principal Account Clerk works in the Controllers Accounting Operations and Suppliers Division (AOSD) as part of the Controllers Financial & Accounting Support Team (FAST). This Principal Account Clerk will support the San Francisco Library, Accounts Payable unit.

Schedule: Full-time

Under supervision, the Principal Account Clerk, assists with and performs professional level work in analyzing operations of the San Francisco Public Library as they relate to the formulation and execution of grants, legislative/administrative policy, financial/fiscal policy and/or contract administration with a focus on Accounts Payable and Procurement of Goods & Services.

Under direction, performs difficult and responsible accounting and financial transaction and clerical work; prepares and reviews a variety of complex financial documents and records; interprets, enforces and carries out existing policies, regulations and procedures relating to accounting and financial activities; makes regular contacts with other departmental personnel, the general public and outside organizations in connection with accounting and financial operations; and performs related duties as required.

Duties and Responsibilities:

  • Provides routine information to departmental personnel on the preparation of reports and program implementation related to payables and procurement.
  • Assists in preparing reports and proposals related to payables and procurement.
  • Assists in performing cost analysis and preparing program reports related to payables and procurement.
  • Tracks and coordinates revenue and expenditures, grants, program budgets, and other funds.
  • Assists in the preparation of quarterly and year-end financial, budget, and audit reports.
  • Maintains purchasing and expense files, and other accounts payable and procurement documents and certificates, and monitors validity of documents.
  • Performs complex accounting analysis and financial transaction processing unit including such functions as utilizing system applications, statements, worksheets, processing statistical reports, reconciliations, encumbrances and payments.
  • Performs complex accounting analysis and financial transaction processing and resolves difficult operating issues.
  • Prepares routine correspondence, reports, memoranda and letters to members of the staff, other organizations and the public.
  • Responds to inquiries in person or on the phone to members of the staff, other organizations and the public regarding accounting and financial operations.
  • Assists in the development and implementation of new operating policies and procedures.
  • Performs related duties as assigned

Desirable Skills & Qualifications:

  • Bachelors Degree in Business, Business Finance, Accounting, Economics, Finance or related field.
  • Knowledge of the principles and processes of finance and accounting.
  • Prior accounts payable experience.
  • Ability to review and analyze expense reports, purchase orders, and invoices.
  • Ability to utilize computers for word-processing, databases, Internet, e-mail and various spread sheet software.
  • High accuracy in processing disbursements, attention to details and organizational skills.

How to qualify

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

  1. Two (2) years (equivalent to 4,000 hours) of verifiable experience in a position supervising and directing accounting and/or financial transaction functions. OR

  2. Fours (4) years (equivalent to 8,000 hours) of verifiable experience processing financial and accounting matters (e.g., cost records, deposits, expenditures, allocations), bookkeeping, and/or financial record keeping. Such experience typically includes verifying correctness of financial documents, maintaining expenditure records and reconciling subsidiary accounts.

Substitution of Experience:

30 semester units / 45 quarter units of coursework from an accredited college or university with a minimum of 12 semester units (or equivalent quarter units) in accounting may be substituted for up to one (1) year of the required experience as described in #1 or #2.
