About Student Auxiliary Enterprises
Student Auxiliary Enterprises is the shared services organization of Associated Students Inc. and Beach Shops Inc. at California State University Long Beach. These two non-profit auxiliary organizations operate under Student Affairs and have played a vital role supporting students and the campus community for over 70 years. In the summer of 2022, the auxiliaries established a formal shared services collaboration an entered into a shared management structure and began consolidating administrative units including Human Resources, Finance & Accounting, Information Technology, and Facility Maintenance. The collaborative shared services approach promotes cooperation, creativity, shared governance, and long-term financial and programmatic solvency among the two organizations.

Job Summary

Under the direction of the Associative Vice President/Executive Director of Student Auxiliary Enterprises, the Chief Financial Officer (CFO) supports the university and its constituents by serving as the senior executive responsible for overseeing and directing the financial affairs of the Associated Students Inc. and Beach Shops Inc. auxiliary organizations. Primary duties include but are not limited to budget planning and development, financial management and reporting, accounting administration, audit management, commercial business analyses and planning, and information technology functions. The CFO is expected to proactively manage and develop long-term strategies for reserves, investments, capital assets, and employee benefit funds. The CFO works in close collaboration with the governing boards and serves as primary liaison between the auxiliaries and the university administration regarding fiscal affairs. An important aspect of the CFO's portfolio includes managing the ongoing integration of the two auxiliary organizations' fiscal functions in a shared services environment.

Essential Duties and Responsibilities

  • Supervise Accounting and Business Offices, providing and directing procedures and systems necessary for the maintenance of proper records, accounting controls, and reliable accounting and banking services.
  • Prepares, presents, and manages budgets and business plans. Coordinates the budget development and budget adjustment processes, including the maintenance of business plans.
  • Conducts routine financial analyses and reports for internal and external stakeholders, including extensive and routine reporting to and collaboration with a board of directors and committees.
  • Ensures all financial activities and operations are carried out in compliance with local, state, and federal regulations and laws as well as corporate policies. Advises and assists in the modification of policies and procedures where applicable.
  • Develops, recommends, and manages short- and long-range strategies for all investment, surplus, and trust funds.
  • Coordinates regular actuarial reviews and reports associated with employee pension and healthcare funds.
  • Directs determination of depreciation rates for capital assets and maintains system of reporting said rates.
  • Supervises information technology and systems administration activities.
  • Maintains the central repository of all contracts, agreements, memoranda of understanding, and licenses. Communicates with department heads on the status of those records, ensuring updates are recorded and records are maintained.
  • Manages loss control. Files and administers claims filed on behalf of the auxiliaries and monitors losses.
  • Defines, identifies, and classifies critical information assets, assesses threats and vulnerabilities regarding those assets, and implements safeguard recommendations. Develops and manages the information classification process. Consults with departments regarding their record retention plans and practices to ensure that information security issues are addressed at an early stage.
  • Confers with division and department managers concerning administrative needs and requirements and develops appropriate solutions or recommendations. Analyzes procedures and workflow and recommends improvements in areas such as purchasing, recordkeeping, budget development, resource management, and program administration.
  • Coordinates and manages all aspects of multiple annual audits and taxation information filings. Serves as primary liaison between and among university and auxiliary audit, accounting, and investment firms and partners.
  • Plans and implements opportunities to achieve shared services between the two organizations' administrative units, thereby advancing collaboration and achieving efficiencies.
  • Performs other duties as assigned, which are reasonably within the scope of the job.
Supervisory Responsibilities

This position directly supervises staff in the Accounting, Finance, and IT departments. As a member of the senior leadership team, this position provides guidance and overall direction, coordination, and evaluation of units within the CFO's scope. This also includes guidance and leadership to all department managers who are responsible for budget planning, administration and oversight. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities also include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
This position has been identified as a mandated reporter required to report the observed or suspected abuse or neglect of children, dependent adults, or elders to designated law enforcement or social service agencies. Qualifications
  • The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience
  • Bachelor's degree or equivalent in public or business administration, financial administration, or related field required, a Master's degree in a related field and/or a CPA is preferred.
  • 10 years directly related experience in managing the financial and/or administrative operations of a complex organization required, higher education auxiliary experience preferred.
  • Experience in large-scale project management and implementation of complex initiatives preferred.
Certificates, Licenses and Registrations
  • Position requires occasional use of personal vehicle. Must have a valid California Driver's License and be able to qualify for coverage under corporate automobile insurance policy.
Knowledge and Abilities
  • Thorough knowledge of the principles and practices of public and/or business administration, including finance, budgeting and accounting, procurement methods, and modern office management methods and practices; working knowledge of the principles and practices of human resources management and payroll; working knowledge of information systems design and implementation particularly with respect to human resources and accounting information systems; working knowledge of insurance practices and terminology in the areas of commercial general liability, property, and participant accident insurance. Proficiency in Windows-based Office suite applications.
  • Ability to read, analyze, and interpret contracts, technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business and campus communities. Ability to create presentations, write proposals, and effectively present information to management, campus groups, and boards of directors. Ability to work with mathematical concepts in support of the corporation's financial management program. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
