Senior Program Manager – Environmental Management/Deactivation & Decommissioning Senior Program Manager – Environmental Management/Deactivation & Decommissioning

Location

: Flexible/hybrid (work is managed in Germantown, MD)

Position on a dynamic and exciting multidisciplinary team providing technical and management support for the world’s largest environmental cleanup program. Responsibilities:

Provide technical expertise, program knowledge, and subject matter expertise to support strategic and program planning for the Environmental Management (EM) Office of Infrastructure and Deactivation & Decommissioning (D&D). Provide project planning, engineering-design planning, project cost and schedule baselines, and project profiles for review and evaluation of D&D projects. Provide headquarters and field support related to transfer of excess facilities to EM. Develop and implement risk-informed processes for prioritizing the D&D of excess facilities and allocating funding for D&D on a complex-wide basis. Deliver quality and timely project services to clients including budgeting, tracking and implementing cost effectiveness measures, supervising D&D team, developing schedules and adjusting resources to numerous tasks, periodic reporting/briefing development, performance measurement, and productivity. Maintain data for facilities reviewed for transfer and conduct tasks as requested to assist with excess facility transfer management. Develop outyear planning and budgeting activities and define end states. Develop final reports with recommendations for short- and long-term D&D planning. Provide technical support for the Office of Naval Reactors (NR). Provide general technical support for facilities, real estate, and infrastructure related matters. Provide technical support for Facilities Information Management System (FIMS) data requirements. Provide technical assistance in developing policy, standards, and guidance for conducting D&D operations in a safe, compliant, efficient, and cost-effective manner. Evaluate the implications of policies and their potential impacts, recommend solutions to senior management. Conduct independent cost evaluation and estimating. Conduct facility reviews, assessing stabilization needs, prioritizing for acceptance, and estimating their D&D costs. Organize, develop and conduct Program Reviews. Provide leadership to project team members and serve as a primary or secondary point-of-contact to key representatives of the client. Maintain and ensure exceptional quality of technical analyses performed on each project. Required Qualifications:

10 or more years’ experience in program management and/or executive level management. BA/BS degree from an accredited university or college in an appropriate discipline, or equivalent combination of education and experience. Ability to supervise team, effectively delegate, and oversee client support. Strong analytical skills. Excellent written and oral communication skills. Extensive experience with the Microsoft Office Suite (Microsoft Word, Excel, Power Point, Outlook). Experience with SharePoint, Webex, and Microsoft Teams. Excellent organizational skills and ability to multi-task. Demonstrated ability to write and edit documents, plans, procedures, and proposals. Ability to extrapolate information from multiple databases and generate reports on the results. Able to clearly articulate complex issues at a level easily understood, in both oral and written form. Ability to work directly with clients and thrive in an environment that changes rapidly and requires occasional long hours. Ability to travel for projects, client, and team meetings as needed. Reliable, with a willingness to go the extra mile to get the job done and exceed expectations. Detail-oriented self-starter, with the ability to work independently and as part of a team. The qualified candidate must be a U.S. citizen with an active Department of Energy (DOE) Q security clearance. The candidate’s written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment. Pre-employment and ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment. Additional Required Qualifications:

Knowledge of DOE sites and environmental operations/programs. Familiarity with DOE procedures and systems.
