This recruitment is for level I/II/III. FLSA Level I/II/III: Exempt DEFINITION Under general supervision or direction, performs management analysis work to assist the County Administrative Office in resolving budget, financial, policy, administrative, and management issues affecting all County departments requiring comprehensive knowledge of County political environment, policies, and procedures; develops recommendations and writes reports; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general supervision (Management Analyst I) or direction (Management Analyst II/III) from assigned supervisory or management personnel. Exercises no direct supervision over staff. CLASS CHARACTERISTICS Management Analyst I : This is the entry-level classification in the Management Analyst series. Initially under general supervision, incumbents perform routine management analysis duties. As experience is gained, assignments become more varied, complex, and difficult; general supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Management Analyst II : This is the journey-level classification in the Management Analyst series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Management Analyst III : This is the advanced journey-level classification in the Management Analyst series responsible for performing the most complex work assigned to the series, providing training and guidance to new staff, and reviewing and designing procedures to increase efficiency and accuracy of processes in assigned functional area. Positions in the Management Analyst class series are flexibly staffed; positions at the II- and III-levels may be filled by advancement from the I-level and II-level, respectively. EXAMPLES OF TYPICAL JOB FUNCTIONS Conducts a variety of analysis and studies regarding the review of County administrative and modernization strategies. Researches, organizes, and analyzes data; evaluates alternatives and makes recommendations on policy and/or strategic changes. Reviews and analyzes annual department budget proposals including revenue projections and forecasting. Monitors budget revenues and expenditures for assigned departments and multiple budget units. Researches and analyzes fiscal transactions and financial models. Oversees public fund investment and debt financing activities for the County. Provides technical guidance as an advisor in multiple financial, budgetary, program, and operational disciplines. Manages complex and multi-disciplinary projects, programs, studies, and initiatives. Independently writes administrative, management, operational, staff, legal, regulatory, and financial reports. Coordinates information and ensures effective communications between County departments. Develops management recommendations in response to proposed legislation and revised regulations. Prepares drafts of speeches, presentations, news releases, and contracts as assigned. Attends meetings, conferences, workshops, and training sessions. Performs related duties as assigned. In addition, Management Analyst III performs the following: Provides training and guidance to new employees. Coordinates the planning and implementation of the annual County budget process. Leads and participates in internal and interagency technical work groups. Conducts presentations to various stakeholders. Represents the Chief Administrative Officer at meetings. Knowledge of: Organizational practices as applied to the analysis and implementation of programs. Principles and practices of business and public administration. Sources of information and analytical processes related to a broad range of County programs. Generally Accepted Accounting Principles. Applicable state, federal, and local laws. Advanced research and statistical modeling techniques. Techniques for providing a high level of customer service. Modern equipment and communication tools used for business functions. Ability To: Perform responsible management analysis work involving independent judgment. Conduct research and implement various administrative activities. Manage complex projects and develop improvements in operations. Prepare clear, concise reports and other written material. Communicate clearly and concisely, both orally and in writing. Education and Experience: Equivalent to a Bachelor’s degree from an accredited four-year college or university with major coursework in business administration, public administration, economics, or a closely related field; and Management Analyst I : Two (2) years of professional experience performing administrative, economic, operational, management, or fiscal/financial analysis. Management Analyst II : Three (3) years of professional experience performing administrative, economic, operational, management, or fiscal/financial analysis. Management Analyst III : Four (4) years of professional experience performing administrative, economic, operational, management, or fiscal/financial analysis. Certifications and Licenses: Must possess a valid US driver’s license upon application. PHYSICAL DEMANDS Mobility to work in a standard office setting and use standard office equipment. WORKING CONDITIONS Office environment with moderate noise levels. EQUIPMENT AND TOOLS UTILIZED Equipment utilized includes personal computer and standard office equipment.
