The City of Stockton is currently seeking a Human Resources Analyst II to fill one vacancy in the Employee Relations/Labor division. The incumbent will provide guidance to management and department officials on complex employee and labor relations issues in accordance with City policies, directives, procedures, regulations, and Memoranda of Understanding (MOUs). The position also requires participation in the meet?and?confer process and labor contract negotiations, including serving as a resource during collective bargaining, interpreting contract language, and supporting the development of effective bargaining strategies. Key Responsibilities Provide guidance to department officials on employee and labor relations issues. Participate in the meet?and?confer process and labor contract negotiations. Serve as a resource during collective bargaining and interpret contract language. Conduct administrative disciplinary investigations. Prepare written responses to union grievances and represent the City when interacting with labor organizations. Assist in the implementation and monitoring of compliance policies and programs. Develop, prepare, and maintain databases, spreadsheets, and reports for HR functions. Audit payroll records for accuracy, compliance, and reconcile calculations. Assist management with the preparation for and handling of hearings and grievance investigations. Knowledge Of Principles, practices, and techniques of public human resources administration. Recruitment, testing, selection, and job analysis techniques. General processing of claims, payroll preparation, reporting, and maintenance. Employees benefits, compensation, and classification. Applicable state and federal laws relating to HR and labor relations. Basic labor relations principles and conflict resolution techniques. Standard office practices including computer usage, databases, and spreadsheets. Skills Designing effective recruitment programs. Developing valid selection procedures. Conducting classification, organizational, and compensation studies. Technical and analytical report writing. Payroll calculations, reconciling data, and finalizing journal entries. Analyzing complex technical information and making independent judgments. Communicating clearly and concisely in writing and orally. Maintaining accurate records and files. Education and Experience Human Resources Analyst II: Bachelors degree from an accredited four?year college or university with major coursework in business, public administration, industrial relations, or a related field and at least two years of professional?level experience in a centralized human resources system, covering more than one HR functional area. Experience in a public agency setting is desirable. Physical/Mental Abilities Mobility constant sitting, occasional walking, bending, stooping. Lifting occasional lifting of 10 pounds or less. Vision use of visual capabilities and color perception. Dexterity typing, repetitive motion, writing. Hearing/Talking normal speech, occasional speaking in front of groups. Special Requirements occasional weekend or evening work. Environmental Conditions primarily office environment, may be noisy.
