Description and Essential Functions

The Recreation Specialist position plans, organizes, and conducts specialized recreational and/or aquatic activities; and performs related duties as assigned.

This recruitment is for a part-time, non-benefited position limited to 919 hours of employment in a fiscal year (July 1 through June 30) with an average of less than 30 service hours per work week. Unclassified hourly employees are paid on an hourly or per diem basis and shall not be eligible for benefits nor be subject to the Civil Service Rules. Although hourly employees are at-will, they are still subject to all other City policies and procedures.

Essential Functions
Functions may include, but are not limited to, the following: performing a variety of administrative duties such as assisting customers with questions on department programs and services, analyzing data for reports, and assisting with department software programs; planning, organizing, and conducting classes and activities in a specialized phase of the recreation program requiring a degree of knowledge and skill not normally expected of a general Recreation Leader; developing daily, weekly, and monthly activity schedules and marketing materials (i.e., announcements, homework, character development, life skills, sports, arts, games, and special events); participating in and supporting the activities in the daily, weekly, and monthly schedule; providing information about specialized recreation programs to the public; promoting programs and activities; developing interest and participation; advising patrons of regulations governing the use of a recreational facility; registering patrons for classes and/or activities; coordinating the specialized activities to fit the abilities and interests of the participants; training, assigning work, and overseeing other part-time staff in the activities comprising the recreation specialty as needed; supervising program participants; ensuring the safety of participants and staff; developing, maintaining, and issuing specialized equipment and materials; collecting and accounting for program registration and monies received; keeping routine records; completing forms, preparing reports, and compiling statistical information; attending staff meetings and conferences as scheduled; building and maintaining positive working relationships with co-workers, other City employees, and the public using principles of good customer service; performing other related duties as assigned.

Minimum Qualifications

Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Two years of experience in a specialized area applicable to a recreation program; and
  • Training equivalent to the completion of the twelfth grade, supplemented by 30 units from an accredited college or university.
License and Certificates: Possession of a valid California driver's license and American Red Cross certifications in First Aid and CPR must be attained within 90 days of hire.

Knowledge of: Skills involved in recreation specialty; basic objectives of recreational activities; English usage, spelling, grammar, and punctuation; computer equipment and software applications related to assignment. Ability to: Instruct, motivate, and lead specialized recreational activities; work various schedules including mornings, afternoons, evenings, weekends, holiday, and split shifts as required by the work assignment; operate computer equipment and software applications related to assignment; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; and work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working Conditions
On a continuous basis, stand and walk while supervising participants and monitoring facilities inside and out; intermittently bend, stoop, stretch, squat, kneel, twist at the waist and extend arms above and below the shoulders while modeling various recreational activities; safely lead and interact with participants in specialized recreation games and group activities; push, pull, and/or lift up to 60 pounds; twist and reach for office equipment while sitting at a desk; use a computer keyboard; verbal ability to communicate in person and by telephone; see in the normal vision range with or without correction; hear in the normal range with or without correction. Work is performed indoors and outdoors. The performance of outdoor work requires exposure to a variety of weather conditions (heat, cold, rain, intense sun); exposure to potentially hazardous substances and chemicals; and slippery or uneven surfaces. Indoor work is performed in a variety of environments with natural or artificial lighting and moderate to high noise levels. Work is frequently disrupted by the need to respond to in-person and telephone inquires.

RETIREMENT
Part-time/temporary employees participate in the Public Agency Retirement System (PARS). This is in lieu of PERS or Social Security (although employees do contribute to Medicare). The City and the Employee each contribute 3.75% of the employee's salary to the PARS.

Part-time/temporary employees shall accrue sick leave pursuant to the Health Workplace, Health Family Act of 2014 (AB 1522).
