Position Summary:

ISI Professional Services seeks a Construction Project Manager to support the U.S. Department of Veterans Affairs (VA) at Northhampton, MA with Electronic Health Records Modernization (EHRM) infrastructure upgrade projects. The candidate shall have the capability of supporting Planning, Scheduling, Design reviews and Value Management Assessments, Safety Compliance Reviews, Monitoring and Testing Compliance, Record Keeping, Cost Estimating/Budget Control, and Change Management Documentation Management. Additionally, shall have the capability to perform Constructability Reviews, Quality Assurance Monitoring, and monitoring a contractor’s adherence to standards to meet the specifications and to avoid deficiencies in the work. The EHRM enhancements will revamp the telecommunications framework, upgrading it to a contemporary system capable of adapting to the evolving technological landscape for the foreseeable future. This new infrastructure will be designed with redundancy and resilience to withstand both natural disasters and intentional damage. The primary aim of the VA is to update its EHR nationwide. The Federal EHR will streamline the process for Veterans and their healthcare providers, boost standardization throughout the VA, and enhance interoperability with federal partners and the broader U.S. healthcare system.

Essential Job Functions

1. Must have a minimum of ten (10) years of construction management (CM) experience, including a minimum of five (5) years as a field project manager, superintendent or senior foreman. A detailed dossier shall be presented.

2. Individual shall have experience and shall conduct and document daily inspections with building construction and renovation, utilities, drainage, earthwork, site work, irrigation, contract documents, submittals, RFIs, and considerable overlap with other construction trades, i.e., architectural, mechanical, electrical, plumbing, irrigation, landscaping, hardscaping.

3. Review the contractor's submittals and RFIs; maintain accurate and complete job files, including as-built drawings and specifications; identify progress delays and recommend appropriate corrective measures to the project lead to mitigate delays and maintain the progress schedule.

4. Conduct or attend weekly meetings to monitor project status, schedule, discuss problems, and resolve issues accordingly. Keep thorough records of all construction-related matters to assist VA in conflict resolution.

5. Maintain an inventory of materials, supplies, and equipment. Monitor the quantity of materials used in contract administration and project conduct.

6. Maintain list(s) of observed defects and omissions. Prepare inspection punch lists and coordinate the resolution of punch list items.

7. Review the Contractor’s submittals for technical compliance with contract requirements.

8. Ensure installed work is consistent with approved submittals and make recommendations to the project lead for final approval of submittals and installed work.

9. Prepare estimates for changes and review contractor change quotations and cost breakdowns for proposed labor, equipment, and materials quantities.

10. Provide feedback to the project lead on all information reviewed and work inspected.

11. Identify progress delays and recommend appropriate corrective measures to the project to mitigate delays and maintain the progress schedule.

12. Observe work completed by the contractor and subcontractors for proper installation and application of construction materials and report findings daily to the project lead.

13. Review the contractor’s breakdown and all submittals on the contractor’s proposed equipment and materials; review the contractor's submissions on cost breakdown and cost loading. Make recommendations to the project lead for approval or disapproval.

14. Review samples of equipment and materials used for construction and provide analysis to the project lead.

15. Maintain a marked-up set of project plans and specifications for future as-built drawings.

16. Review construction testing/inspection reports submitted by the Contractor and provide approval/disapproval recommendations to the project lead.

17. Revise the Contractor's proposed utility services and traffic interruption plans and report to the project lead.

18. Assists in the documentation and administration of construction contract changes (drafting proposal requests, preparing cost estimates, reviewing cost proposals, assisting the client in negotiations, and preparing change order packages for the Contracting Officer).

19. Perform Safety Inspection and Prepare Safety Inspection Reports.

20. Review contractor requests for payment for accuracy and acceptability and submit written recommendations.

21. Note and document daily conditions, including environmental conditions that may impact construction safety and EPA compliance, and report findings to the onsite project lead.

22. Coordinate inspections with utility companies, special testing and commissioning work, compile deficiency logs, follow up on correction, and assist the project lead with final inspection and contract close-out activities.

Required Qualifications and Skills

1. Microsoft Office Suite (MS) proficiency is required, particularly in Word, Excel, PowerPoint, Project, Teams, and SharePoint. Develop reports and special documents as assigned, using tools such as MS Office Suite and MS Project.

2. Experience with construction management information systems such as Procore, Kahua, and other software relevant to the position is preferred.

3. Excellent written, verbal, and presentation skills in English.

4. Experience with federal construction is preferred. Experience with Department of Veterans Affairs (VA) cemetery construction is highly preferred.

Required Education and Certifications

1. Highschool diploma or GED equivalent as a minimum. Bachelor’s Degree is preferred.

2. You must have a current OSHA 30-hour certification OR be willing to obtain it within 60 days of hiring.
