Job Description
JOB DESCRIPTION:
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.
The Enterprise Risk Management Division is responsible for:
1. Developing and implementing initiatives designed to minimize risk to the Department.
2. Providing advice and guidance on training issues.
3. Developing and implementing strategies to identify and remediate sub-optimal performance.
The selected City Research Scientist, II will:
Research, analyze and evaluate various areas of risk management in order to comply with the Court Order related to the Federal Monitorship and the recently passed legislation from the City Council.
Consolidate and track intervention strategies that addresses issues of potentially at-risk officers in a unified and non-disciplinary way to improve overall performance of potentially at-risk officers by remediating these risks in a holistic and appropriate manner; Assist with the development of relevant database systems, metrics, and evidence-based research to include in the Departments Early Intervention Program.
Confer with members of various Department Bureaus regarding identified patterns and trends of risk. Identify and mitigate factors which may lead to navigate performance issues, employee discipline (or in some classes additional discipline) and/ or liability to the Department.
Conduct gap analysis, and offer recommendations leading to systems improvements that are evidence based and that support best practices.
Maintain integrity to the Departments Early Intervention Program databases and usage of internal Department databases.
Prepare reports and presentation of program performance; Clearly communicate (oral and written) results of analyses to program staff/ leadership and other non-technical audiences.
Analyze data to support planning for new initiatives, evaluate program outcomes and improve quality of services.

Monday-Friday; hours varied (between 0800-1800)
ADDITIONAL INFORMATION:

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
