The Department of Permitting Services ' (DPS) primary mission is to promote the health safety, welfare, and economic wellbeing of residents, businesses, and communities in Montgomery County with timely professional, transparent, and consistent review and processing of plans and permits and through inspections of structures, rights-of-way, and development.

The Department of Permitting Services is seeking individuals with a building, electrical, mechanical, and/or energy conservation background in residential construction, to fill a position(s) in its Residential Building Inspection program.

PROGRAM SUMMARY

The Division of Residential Construction & Fire Code Compliance (FCC) is responsible for ensuring public safety through the effective application of residential building, structural, electrical, mechanical, and energy conservation codes. This is accomplished through technical plan review and inspection processes.

The Division staff responds to and investigates code violations and aids in recovery during natural disasters and other disasters and incidents.

ROLES & RESPONSIBILITIES

The Residential Permitting and Code Compliance Inspector III position will ensure the safety compliance of buildings and other structures.This position will be responsible for performing and documenting routine inspections/complaints related to residential construction projects for compliance with plans, permit requirements, engineering standards, and all applicable County, State and Federal laws, codes, ordinances, regulations, and guidelines.

Examples of duties will include but not be limited to the following: Review building plans and approve those that meet requirements. Inspect building, electrical, and mechanical installations. Inspect photovoltaic (solar) installations. Ensure adherence with applicable energy compliance method, Issue violation notices, citations, and stop-work orders if the building is not compliant. Provide written or oral feedback on findings. Gather evidence, prepare cases, and testify in court as an expert witness. Work with engineers, other professionals, and Permit Technicians to ensure individual permitting cases are processed cordially and expeditiously. Educate and disseminate technical and procedural requirements to clients, developers, engineers, architects, contractors, the public and other agencies through outreach efforts, meetings and discussions conducted in the office or field. Enforce State, County and Federal laws, codes and regulations relating to residential building projects.

This position may be underfilled as a: Permitting & Code Compliance Inspector II, Grade 21 Permitting & Code Compliance Inspector I, Grade 19

This position

REQUIRES

the possession of a valid driver's license from applicant's state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

If filled at the Permitting & Code Compliance Inspector III, Grade 23

Education and Experience: Graduation from an accredited college or university with a Bachelor's degree in an appropriate engineering, technical, or professional field and three (3) years of experience in residential building, electrical and/or mechanical construction codes or inspections of which one year must have been in a code compliance/enforcement capacity; or graduation from high school or High School Certificate of completion recognized in the State of Maryland and seven (7) years of experience in a technical/professional field appropriate to the assigned position of which one year must have been in a code compliance/enforcement capacity.

Equivalency : An equivalent combination of education and experience may be substituted.

If filled at the Permitting & Code Compliance Inspector II, Grade 21

Experience : Five (5) years of experience in a technical/professional field appropriate to residential building, electrical and/or mechanical construction codes or inspections. At least one year of experience should be in a code compliance/enforcement capacity.

Education : Graduation of high school or High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field is preferred for all positions. For applicants possessing an appropriate degree, the experience requirement may be reduced to two years instead of five.

Equivalency : An equivalent combination of education and experience may be substituted.

If filled at the Permitting & Code Compliance Inspector I, Grade 19

Experience : Three (3) years of experience in a technical/professional field appropriate to residential building, electrical and/or mechanical construction codes or inspections.

Education : Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field is preferred for all positions. For applicants possessing a degree in an appropriate area, the experience requirement may be reduced to one year instead of three.

Equivalency : An equivalent combination of education and experience may be substituted.

License (applies to all levels)

: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Certifications: The Department of Permitting Services maintains a listing of current Department-required certifications required for employees classified at each level.

Medical (applies to all levels):Selected candidate will be required to successfully complete a physical, drug and alcohol exam prior to appointment.
