Description

POSITION SUMMARY
This position is responsible for the evaluation of the City's risk position, administration of the safety program and management of the City's workers compensation program, OSHA records, and property and liability insurance and claims.

ESSENTIAL FUNCTIONS

•Administers property, liability and workers compensation insurance programs to include, but not limited to reporting and managing claims, tracking claims and identifying trends and responding to accident scenes if appropriate. Meets with carrier's risk management team to identify performance and identify areas for improvement.
•Assists Directors of Human Resources and Finance with identifying any gaps in coverage, adjusting coverage as needed and participating in any necessary negotiations.
•Functions as City's safety officer to include, but not limited to safety program administration, safety policy development and interpretation, compliance and metric management.
•Coordinates and oversees monthly safety committee meetings.
•Develops and updates safety manual.
•Manages employee safety training records; conducts or sources safety training
•Reviews all City job descriptions to complete job hazard analysis and ensure physical demands are reflective of position.
•Manages all aspects of OSHA regulations, which includes maintaining the OSHA 300 log, performing all required training and posting annual summaries, inspects worksites and facilities to identify unsafe work practices and/or environments, implements changes necessary to avoid accidents and/or OSHA violations.
•Manages workers compensation program to include training on first report of injuries, light duty, and timecard management for employees receiving temporary total disability pay.
•Reviews personal and vehicular injury and accident reports and develops appropriate safety protocols.
•Works closely with claims adjustors, supervisors, and citizens for proper claim management, submits wage certifications when necessary.
•Manages return to work program for employees injured on the job. Works with employees, their physicians and department supervisors to ensure a swift and safe return to work.
•Participates in workers compensation mediations; assists City's counsel in litigated cases
•Evaluates total workers compensation expenditures and general liability expenditures and makes budgetary recommendations
•Oversees inventory management and loss control
•Completes and submits DOL Application for Recertification as an individual self-insured company for Workers Claims.
•Complete and submits Workers Comp Annual Audit and Collection Data Report.
•Process and submit Annual Simulated Premium Calculation and Security Calculation Requirement for Workers Comp individual self-insurers.
•Manages Federal Motor Carrier Safety Administration (FMCSA) program for CDL drivers, to include but not limited to annual motor vehicle records (MVR) and clearinghouse checks. Reports violations to the DOT Drug and Alcohol Clearinghouse as needed. Responds to requests for information from other carriers.
•Manages Drug Free Workplace program to include new hire training and the random drug screening process.
•Manages property and liability program to include responding to scenes for photographing and memorializing accident details, determining when post- accident drug screening is necessary, reporting claims to carrier, tracking all accidents to identify trends and working to countermeasure accidents.
•Contributes to team effort by performing related duties as needed.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
•Must have the ability to sit continuously at a workstation for periods of up to two hours and remain standing/walking for extended periods of time.
•Must have the ability to operate a vehicle and standard office equipment including copier, computer, fax machine, mailing machine, etc.
•Must have the visual ability sufficient to effectively operate office equipment, read and write reports, correspondence, instructions, etc.
•Must have hearing ability sufficient to hold conversation with other individuals both in person and over a telephone or radio, and to hear recordings on a transcription device.
•Must have speaking ability to sufficient to communicate with other individuals in person, over a telephone or radio.
•Must have freedom from mental limitations which would interfere with performance of duties as described herein.
•Must be able to visit accident scenes and City work locations to assess equipment and safety
•Must be able to lift up to 25 pounds without assistance.

Requirements

SPECIAL REQUIREMENTS

Must possess a valid driver's license and remain insurable to operate City vehicles.
OSHA 30-hour certification preferred.

WORK EXPERIENCE REQUIREMENTS
Four years of experience in the field of loss control/risk management desired or any combination of education, training and experience which provides the knowledge, skills and abilities to effectively perform the duties of the position.

EDUCATION REQUIREMENTS
Bachelor's degree from an accredited college or university in Occupational Safety and Health, Risk Management, or a closely related field preferred. Experience considered in lieu of education.
