HOURS FOR POSITION: Monday - Friday 8 hours per day

SUMMARY OF POSITION:

This is an individual contributor position responsible for all administrative services for the Information Technology division of the credit union. It is a hands-on position that directly contributes to the organization and execution of workflow, process development, and financial analysis & reporting for the entire technology footprint of the credit union.

Primary responsibilities include financial analysis to maximize the IT investment, asset management, vendor management and project support for the Vice President of Information & Technology Services, and ITS Managers (End User Technology, Core Systems, Enterprise Systems, Network & Collaboration Services, Service Management & Backoffice Technologies) in support of Tower Federal Credit Union's (TFCU) business objectives. The individual will also provide analysis and reporting to the SVP of Information Services and support management within Information Services such as Deposit Operations, Information Security and PMO (Project Management Office).

The individual will also be accountable for direct management of the Business Continuity Cost Center Budget. The incumbent is responsible for providing strong administrative and technical support with coordination including contract reviews, data retrieval-analyses-reporting from multiple systems and proactive support of the department's various initiatives.

This position is responsible for documenting, tracking and analyzing the overall Information & Technology Services (IT) budgets across all departments.

PRINCIPAL ACCOUNTABILITIES AND FUNCTIONS:

  1. Project Support:
    1. Provides timely and effective departmental project support to advance the short and long-term strategic goals of the Information Technology Services (ITS) department and TFCU. This includes providing data analysis of contracted services and the development of presentations or recommendations to the departmental management team.Provides assistance to the Vice President supporting overall ITS operations and relevant project support as needed
    2. Coordinates and refines project budget estimates required for budget entry to account for estimates of future project spend.
    3. Participates in enterprise projects to proactively influence the post-project spend as part of BAU. Identifies opportunities for project budget optimization for projects already in flight.
  1. Budgeting:
    1. Has delegated authority to manage and prioritize workflow, and initiate communications on behalf of the Vice President, Information & Technology Services regarding oversight of and follow-up reporting on budget, vendor communications, operational activities, and projects.
    2. Works with accounting center managers to develop their budgets, and maintains the budget database in order to provide timely, accurate financial data reporting that meets internal and program management needs
  2. Budget & Expense Reporting:
    1. Creates and maintains the financial reporting and budget database in order to provide timely and accurate financial reports that meet internal and external requirements. Responsible for the timely compilation and submission of all financial reports on a monthly, quarterly and annual basis.
    2. Prepares, tracks and reports on the status of the IT budget keeping records of all expenses spent through the current year. Using the budgeting system, this position drives the creation of the budget for the department, based on previous years' expenses and anticipated expenses and has total access to all budgets within the department
    3. Assists with preparation and submission of expense reports.
    4. Compiles and presents recurring monthly budget reports for senior management and key stakeholders.
    5. Develops ad-hoc reporting as required for the entire department.
  3. Financial Analysis:
    1. Analyzes month end financial results to identify and correct errors, omissions and possible irregularities in the IT division's programs, including Board Action Items and IT budget expense tracking
    2. Improves financial status by analyzing results; monitoring variances; identifying trends; and recommending actions to IT management.
    3. Monitors flow of IT transactions from the various supporting systems into and out of the relevant general ledger accounts on a daily basis, and identifies and resolves errors, omissions, and irregularities to provide accurate records for IT programs and initiatives.
    4. Verification of invoices received against contractual rates to support cost savings
    5. Liaison with Accounting to ensure budgets and procedures align with Tower's accounting principles.
  4. Vendor Support:
    1. Works directly with ITS vendors and service providers on billing, contract terms, and service agreements
    2. Creates and maintains vendor reporting in order to verify vendor invoices and total spend for Information Services.
    3. Provides Core Systems Vendor liaison support with Accounting.
  5. Lead Procurement Support:
    1. Provides Training to ITS departments as needed on Procurement systems.
    2. Performs procurement support for supplies and vendor contract orders.
  6. Accounting Center Management:
    1. Manages the budget for the Business Continuity cost center, including creation, input and maintaining detail ownership accountability for individual line items as budget spans multiple departments at Tower, including procurement management responsibility.
  7. Staffing Support
    1. Works directly with ITS staffing vendors to review open positions and keeps staffing and onboarding procedures current.
    2. Provides timecard approval for contractors


REQUIRED SKILLS & EXPERIENCE:

  • Bachelor's degree in Accounting, Information Systems or related field with 2-3 years relevant work experience applying accounting and budgeting principles, including successful relevant financial analysis experience supporting a major operational unit or division.
  • OR combination of education and experience
  • Demonstrated experience managing projects and as a team leader.
  • Experience managing a departmental budget - including forecasting and tracking
  • Experience partnering with vendors, systems integrators, and other 3rd parties to deliver services
  • Demonstrated experience in governance, process improvement, and building or maturing information technology products and services
  • Prior experience as an individual contributor in a technical discipline (analyst, developer, system administrator, network engineer, etc.)
  • Experience with Fiserv products, such as DNA, MPC, Axiom and credit union or financial services industry experience preferred
  • Experience/familiarity with the Information Technology hardware, software, principles, and practices preferred
  • Experience/familiarity with governance and management of cloud-based solutions preferred
  • Relevant technical certifications, e.g. MS Office, A+, etc.
COMPETENCIES:
  • High level of interpersonal skills and confidentiality, consistent accuracy, exceptional technical ability with several complex systems and effective management of multiple priorities and work flows.
  • Ability to document processes and workflows, develop reports, business correspondence, and procedures for a diverse audience using common tools such as Visio, and other MS Office products
  • Ability to manage simultaneous efforts with shifting priorities over time, and keep momentum with key initiatives.
  • Ability to present ideas/concepts and interact effectively with technical and non-technical users at all organizational levels
  • Demonstrated success building partnership between the technology organization and business stakeholders
  • Strongly proficient with advanced Excel capabilities (formulas, charts, pivot tables, data manipulation)
  • Has knowledge of and adheres to credit union policies and procedures and all regulations related to the Bank Secrecy Act, the USA PATRIOT Act and OFAC.
WORK CONDITIONS
  • Ability to sit, stand and walk for extended periods and demonstrate sufficient dexterity and vision to operate a variety of office equipment and computer keyboard, mouse, and to operate other computer components
  • Occasional lifting from floor, as well as table height, and transporting of moderately heavy (up to 50 lbs.) objects, such as computers and peripherals with or without assistance
  • Ability to work the hours needed which may extend beyond the defined work schedule when operating conditions dictate.
  • Ability to travel independently and directly to all TFCU facilities and designated sponsor locations as needed
