Program Manager of Crisis Residential Unit

General Description

Under direction of the Administrator of Special Projects and within federal, state and local guidelines provides supervisory work with the daily operations and activities of the Crisis Residential program. Provides leadership to staff of the 24-hour Crisis Residential facility focusing on returning an individual to their pre-crisis level of functioning through skills training, medication, and symptom management, and assisting individuals in gaining access to mental health, medical, social vocational, financial and other needed services. Provides site monitoring. This is a grant funded position. Performs advance care and living skills training work in a residential environment. Work involves coordinating educational plans and planning activities for academic, daily living, leisure, and social skills. Assigns and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment in order to intervene during a crisis.
Education, Training and Experience (including licensure and certification)
Graduation from an accredited four-year college or university and/or a master's degree in behavioral sciences, social sciences,
humanities, or a related field and one (1) year prior experience in a mental health field and licensure to qualify as a LPHA (Licensed
Professional of Healing Arts) or Licensure to qualify as an LPC-A or LCSW-A, under the supervision of an LPHA. Prior experience
working in crisis situations preferred. English/Spanish bi-lingual preferred.
REGISTRATION, CERTIFICATION, LICENSURE OR OTHER QUALIFICATIONS:
- Licensure to qualify as a LPHA, or
- Licensure to qualify as an LPC-A or LCSW-A under the supervision of an LPHA
- All job specific training must be completed within 30 days of hire.
Must maintain a valid Texas driver's license, auto liability insurance and a driving record acceptable to the Centers insurance
requirements.
Knowledge, Skills and Abilities
- Knowledge of techniques used in planning and supervising recreational and social activities in a residential rehabilitation
setting, of mental health problems, growth, and development; of techniques used in planning and monitoring activities of
residents; and of techniques used in counseling those with mental health illnesses.
- Knowledge and background in mental health services.
- Skills in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or
approaches to problems and in operating computers and applicable software.
- Ability to facilitate productive interaction between residents and staff, to assess residents' functional levels, to conduct
investigations, to manage and account for facility resources, and to assign and/or supervise work of others.

- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization
exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
- Moderate mathematics skills. Proficient reading, writing, interpersonal relations and communicative skills; ability to read and
comprehend simple instructions, short correspondence, and memos.
- Ability to write effective case management notes.
- Ability to effectively present information in one-on-one and in group situations.
- Highly effective in working objectively with a diverse group of people and must demonstrate communication, organizational,
administrative and office managerial skills.
- Understanding and practice of Trauma Informed Care principles.
Essential Duties include the following. Other duties may be assigned.
1. Documents all services provided to a client or on behalf of a client in a progress note in accordance with agency guidelines.
- Documentation to be entered in the client's medical record chart.
- Documentation to include any clinically significant information and in the case of a crisis and/or emergency.
- Documentation to be completed as services occur and /or no later than the end of the shift.
2. Conducts therapy and/or skills training groups at the residential facility as needed.
3. Assess, diagnose and treat as needed.
4. Writes appropriate skills training programming to meet the needs of the individuals in the facility.
5. Ensures the provision of the initial psychosocial assessment for all new admissions to the residential facility.
6. Reviews CARE plan for each individual enrolled in the residential facility and ensure programing to meet the needs of each
individual.
7. Coordinates with QMHP-CS to develop appropriate discharge plan for each crisis Residential client.
- Participates in rotation for back-up Clinician On-Call to provide clinical support to Center staff after normal operating
hours.
- Coordinates after-hours emergency CRU admission LPHA assessments as needed.
8. Acts as the main contact for CRU referrals and coordination and/or completing of LPHA intake approval assessments during
business hours.
9. Reviews program design development and proposes changes to improve service delivery.
- Review and update applicable policies, procedures and program descriptions annually or as needed.
- Provide suggestions and proposals for improved service provision.
- Reviews progress notes, recovery plans, assessments, and other documentation to ensure accurate completion
within required time frames.
- Completes monthly monitoring reports as determined by the Administrator.
10. Creates and maintains a positive work environment.
- Establish and maintain open communication, clarity of expectations, and support with the crisis team, and Center
staff.
- Provide problem resolution by use of supervisory conferences and work plans reflecting growth and development.
Informs Administrator of team needs.
- Addresses all performance issues with employees according to Center procedures, in a timely manner and in a way
that fosters employee growth and self-awareness.
11. In times of absence will ensure that continuity of crisis services is covered utilizing Administrator or appropriately trained team
leader.
- Responds to calls immediately or within 10 minutes.
- Is aware of staff schedules at all times.
- Ensures all on call shifts are covered in a timely manner. Is responsible for emergency coverage in the event no
coverage is found for a work shift.
- Reports any issues with contracted staff/entities to the Administrator of Crisis Services as soon as possible.
12. Supervises self-administered of medication as needed.
13. Participates in activities to enhance DCMHMR services and improve community understanding and acceptance.
- Participates in inter- and intra-agency departmental committees as requested/approved by Administrator of Special
Projects.
- Participates in activities and/or makes presentation to community groups about MH Services and DCMHMR as
requested/approved by Administrator.
- Support and enhance DCMHMR communication and positive work environment. Assist with delivery of
interdepartmental services as requested by the Administrator of Special Projects or Crisis Services.
- Attends learning collaborative meetings and other required meetings in accordance with the grant as directed by
Administrator.

14. Facilitates CRU team meetings monthly and attends other crisis department team meetings at least monthly.
15. Works with Administrator to hire all CRU staff.
- Positions are posted and filled in compliance with Center procedures and timelines.
16. Facilitates learning of employees by participating in crisis trainings.
17. Supervisor will provide individual written supervision to the staff supervised by the position, as needed. Supervision will
provide guidance for outstanding needs of staff and contractors. (i.e. Review documentation for accuracy and content or
provide input) Supervisor will effectively communicate with staff the information that is needed for supervisors to effectively
manage their teams and programs.
18. Performance Evaluations must be completed within required timeframes and provide accurate depiction on employee's
performance and outline goals for improvement if needed.
Ensures that employees are trained to perform their jobs and that various requirements of the position are communicated to
the employee. Ensures employees comply with education and training requirements, 100% compliance.
19. Additional duties as deemed necessary by department supervisor within designated timeframes.
