Job Description

The Dean of Workforce Education is designated as college administrator and is dedicated to developing, maintaining, and establishing agreements of meaningful partnerships with secondary schools, colleges, universities, and other external entities, secure funding and create opportunities for collaboration.

He/she will represent the College to the Florida College System Council on Workforce Education analyzing major workforce education programs and services, planning various interrelated activities, and coordinating multiple projects to support the initiatives and ensure the efficient operation of departmental activities. The responsibilities of the position require an open and collegial communication style to address decisions involving complex factors that may be difficult to evaluate. Data interpretation and developing recommendations for senior administration is highly needed to complete the task which will have significant impact on decisions regarding long-term programs and policies. The job entails the overall supervision, management, planning, and delivery of college workforce education programs, including Associate Science degrees, College Credit Certificates, Applied Technology Diplomas, and select baccalaureate degrees, in keeping with all state and accreditation and manage budgetary resources including federal and state workforce education grants to support the college initiatives.

The dean will serve as the College's designee for the Polk State Center for Public Safety and oversee KCTIPS and the National Public Safety Innovation Academy. This position requires a leadership style that exemplifies Polk State's Core Values.

Essential Functions/Duties:

Articulation and Dual Enrollment

  • Identify, review, and evaluate all current accreditation and dual enrollment agreements including but not limited to accreditation requirements, coordination with Polk County Schools, collegiate high schools, state and federal requirements and charter renewals.
  • Identify, create, executed, and maintain articulation agreements with selected Florida colleges and universities along with the Honors Program.
  • Collaborate with Academic Affairs to explore, execute and maintain 2-2 program and academic articulation opportunities and to enter into agreements with the College's bachelor's and master's degree programs.
  • Collaborate with Workforce education to execute articulation with state colleges and universities as well as community workforce partnerships.
  • Collaborate with Student Services to oversee FUSE, LSAMP, and FAMU agreements.
  • Develop and ensure effective execution of stackable credentials offered by the college with Academic Affairs and Workforce Education and between Polk State College and the Polk County Public School system career academies and technical colleges.
  • Analyze data that effects program expansion and course offerings to enhance enrollment, retention, completion and continuing education or employment after graduation.
Career and Technical Education (CTE)
  • Oversee assigned technical programs which currently includes all the Health Sciences programs, Engineering Technology, Supply Chain Management & Medical Coding, Computer Science, Digital Media, Electrical Distribution Technology and Networking.
  • Evaluate, approve, and supervise the Program Directors in hiring, scheduling and evaluation of full-time and adjunct faculty and staff for academic programs in a consistent manner through college policies and procedures.
  • Develop, support, and mentor Program Directors and faculty initiatives for professional development opportunities, innovation and enhance learning as appropriate.
  • Administer academic budgets as assigned.
  • Analyze the data the affects the program expansion and course offering to enhance enrollment along with other administrators and district staff.
  • Establish and maintain continuous process improvement protocols with the Program Directors.


Grants Management
  • Ensure compliance with state, federal, and private grant programs impacting workforce education, including Carl D. Perkins Grant requirements.
Workforce Education and Economic Development
  • Support the Provost for SACSCOC accreditation process related to 5-year and 10-year report related to Workforce education programs with state and federal data reporting requirements.
  • Organize, evaluate, manage, and maintain outcomes on assessment plans for Workforce and Corporate College programs in accordance with the state and accreditation standards.
  • Promote a shared decision-making process that advocates communication, collaboration, effectiveness and efficiency regarding Workforce Education and Economic Development.
  • Maintain communication and currency in legislation relevant to Workforce Education regarding Florida School Laws and requirement for post-secondary institutions.
  • Collaborate with the President and all senior administrators to lead Economic Development and Business partnership initiatives within the district.
  • Submit annual updates with relevance for career education faculty for inclusion in faculty handbook.
  • Establish and provide oversight for faculty loads consistent with collegewide guidelines and rules.
  • Implement and monitor continuous program reviews and evaluation including new program development and course initiative along with Provost, and the assigned Program directors.
  • Assist the Provost with the development and oversight of instructional budget for Workforce Programs.
  • Manage, evaluate, and maintain outcomes assessment plans for assigned program in accordance with state and accreditation standards.
  • Assist the Provost on institutional projects that have impact on the college and community and participate in strategic planning initiatives.
  • Facilitate avenues of communication between assigned Workforce programs, Academic Affairs and Student Services on campus and throughout the district.
  • Collaborate with administrative colleagues and faculty to support and enhance the curriculum design model, including online and/or remote delivery of instruction as appropriate.
  • Oversee Center for Public Safety as highest-ranking academic leader, providing leadership, direction, and strategic vision and oversee KCTIPS and National Public Safety Innovation Academy.
  • Chair Workforce Education Quality Council, participate statewide Council on Workforce Education meetings and share information/updates as appropriate and serve college and campus committees as needed.
  • Demonstrate active involvement in the community by building and maintaining relationships with local employers, industry associations, and workforce development partners.
  • Manage college-wide initiatives related to workforce education programs. Collaborate with other divisions on programs and initiatives to support the college's mission.
  • Collaborate with other divisions to ensure workforce education students are provided meaningful internship experiences and experiential learning opportunities.
  • Work with other administrators and district staff to analyze data that affects program expansion and course offerings to enhance enrollment, retention, completion, and continuing education or employment after graduation.
  • Implement and monitor continuous program reviews/evaluation including new program development and course initiatives.Establish and maintain Continuous Process Improvement protocols for assigned programs and maintain, organize, evaluate, and manage outcomes assessment plans for assigned programs in accordance with state and accreditation standards.
  • Develop, review, and comply with all Polk State College policies and procedures to reflect the practices of academic affairs and the institution.
  • Assist with state and federal data reporting requirements as needed/requested to ensure accuracy, completeness, and timeliness of submissions in accordance with regulatory deadlines and guidelines.
  • Ensure compliance with State and Federal Statutes. Maintain currency regarding Florida statutes and rules related to workforce program requirements, including common course numbering, common prerequisites, curriculum frameworks, program licensure, and accreditation requirements.
Required Skills
  • Ability to establish an effective rapport with the office staff, co-workers, businesspeople, civic group, and economic development group members within and outside of the college.
  • Knowledge of principles and practices of academic administration, curriculum development and instructional theory and practices is required.
  • Experience with grant writing and management is essential.
  • Excellent organizational skills, with special attention to detail.
  • Excellent oral and written communication skills.
  • Must be able to handle multiple tasks and deadlines while working independently.
  • Must be able to exercise sound independent judgement and discretion within assigned role to complete assignments.
  • Ability to make decisions within broad limitations of policies, professional standards with work reviewed through consultation and agreement with others.
  • Experience with computers, word processing, spreadsheets, and databases.
  • Hands-on knowledge of ERP and LMS functions necessary to perform job expectations.
  • Ability to maintain confidential information.
Working Conditions/Additional Information
  • This position is a full-time on-campus position located at our Winter Haven campus, but will travel to event locations as necessary. (Remote/hybrid options are not available.)
  • Weekend and evening work may be required.
  • Position may be required to work during College closures (such as winter/spring break and inclement weather closures).
  • Reliable transportation is required for travel to campuses, centers, and community locations. Extensive travel throughout Polk County is required.
    • Possession of a valid Florida's Driver's License is required (or must be eligible to obtain a Florida's license within 30 days).
  • This position will require the ability to lift at least 20 lbs.

Required Education
  • Graduate from a regionally accredited college or university with a minimum of master's degree in educational leadership, Higher Education Administration, or academic discipline is required.
Preferred Education:

Doctorate degree in Higher Education or related field of study from a regionally accredited institution preferred.

Required Experience
  • A minimum of three years of full time experience in higher education administration at the Department Chair level or higher or related experience is required.
  • Three years full time teaching experience in a discipline within the division is required.
Preferred Experience:
  • At least three years of full-time experience in higher education administration or related experience as well as a successful partnership with internal and external stakeholders is required.
  • Community college teaching and/or workforce education experience is preferred.
