ABOUT THE DEPARTMENT:

The mission of the Santa Barbara County District Attorney's Office is to pursue truth and justice by employing the highest ethical standards in vigorously prosecuting the guilty, protecting the innocent, and preventing crime. The District Attorney has offices in Santa Barbara, Santa Maria, and Lompoc. The Office embodies a team approach to fighting crime, wherein Deputy District Attorneys, Investigators, Victim Witness staff, and support staff work closely together at all stages of a case. The Office is also dedicated to ongoing training and skill development, as well as fostering the development of new technologies to fight crime and achieve justice. Specialized prosecution units exist for areas of great concern to the County including gangs, vulnerable victims, and white-collar crime. In addition, specialty courts such as DUI Court, Drug Court, Mental Health Treatment Court, Restorative Justice Court, and Veterans' Treatment Court allow for collaboration between Deputy District Attorneys and other Court staff in an effort to improve the success rate of rehabilitation for criminal defendants in addition to reducing crime.

THE POSITION :

Under general direction, directs the daily activities of a branch office(s) of the District Attorney's Victim/Witness Program; supervises staff; provides assistance to witnesses and victims of violent crimes; and performs related duties as required.

The ideal candidate will possess:

Ability to provide training and consultation to law enforcement and other agencies regarding the Victim Witness Program and its services.
Ability to compile monthly, quarterly and yearly statistics for state and federal grants, law enforcement agencies, and the District Attorney's Office.
Ability to assists in developing policy and procedures for the Victim-Witness Assistance Program.
Ability to

complete grant applications and quarterly reports related to the Victim-Witness program grants.
Ability to oversee programs and personnel including compliance with grant program objectives.
Experience supervising, training, mentoring and evaluating staff to meet program goals and objectives.

Examples of Duties
1.

Plans, coordinates, monitors, and evaluates the operational activities of a Victim/Witness branch office(s); maintains and audits automated records of victim services in accordance with program guidelines; and monitors work for adherence to procedures, rules, and regulations.

2.

Selects, trains, and evaluates the performance of staff; assigns and reviews work; and coordinates volunteer activities and programs.
3.

Counsels and assesses the needs of victims of violent crimes; provides crime victims with crisis intervention, resource and referral information, orientation to the criminal justice system, and court support services; informs crime victims of case status; and assists victims of crime in filling out applications for compensation.
4.

Provides training and consultation to law enforcement and other victim service providers regarding the Victim/Witness Assistance Program and its services; participates in monthly Sexual Assault Multi-Agency Team meetings to provide input regarding policies and procedures; and makes public presentations to outside agencies regarding the criminal justice system and the Victim/Witness Program.

Employment Standards
In order to be considered for this position, applicants must provide detailed information on

their application to demonstrate how they meet the employment standards (minimum

qualifications) listed below:

Four years of experience within the criminal justice or social service systems in interviewing, counseling or referring others to community resources, including one year of

lead worker

/supervisory experience;

or

ne year of experience equivalent to Victim/Witness Program Assistant II with Santa Barbara County, including

lead worker

/supervisory experience or training;

or

,
3.

A

combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Additional Qualifications:

Possession of a valid California Class C Driver's License is required.
Knowledge of:

interviewing techniques; characteristics of human behavior; the criminal justice system; victim issues, including victim rights, family violence, sexual assault, restitution, and compensation; and community resource agencies.
Ability to:

learn and apply principles and practices of supervision; plan, assign, coordinate, organize, and prioritize work; train and supervise staff; establish work standards and evaluate staff performance; establish and maintain effective working relationships with others; learn and apply legal procedures; respond supportively to the needs of victims and witnesses; maintain confidentiality of sensitive information; communicate effectively verbally and in writing; make oral presentations to large and small groups; make referrals to community resources; elicit facts surrounding victimization; work well with members of the criminal justice system, community agencies, and with victims and witnesses of various socio-economic levels; work in an organized and accurate manner; and operate a personal computer.

Responses to the required supplemental questionnaire will be evaluated and scored.

Candidates' final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than eleven [11] qualified candidates.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule 6. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the examination, rank on the employment list, and duration of the employment list.

Conditional Job Offer:

Once a conditional offer of employment has been made, the candidate will be required to successfully complete a background Investigation, which includes a conviction history check, and satisfactory reference checks. Appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.
