. The ideal candidate should be passionate about employee development and be able to create a positive learning culture within the organization. Main Accountabilities 1. Learning Strategy Formulate the annual learning plan of initiatives and programs, addressing the learning needs of all employees through the Individual Development Plan (“IDP”), covering the whole learning cycle from training need identification and analysis (“TNA”), program identification and delivery to program assessment & evaluation. Orchestrate and integrate overall learning plan between technical and non-technical learning programs and interventions to ensure a holistic picture for all employees and leaders. Identify opportunities of leadership development in the organization and lead the deployment of these programs in close collaboration with the Leadership team, Tract Leads and functional teams. Contribute to the area of performance management through initiating and developing performance improvement plans (PIPs), coaching and mentoring schemes (if applicable) to support employee performances. Ensure proper deployment of high quality of blended learning programs, both virtual and physical. Uplift and maintain quality of learning programs to enhance the learner experience and engagement. Prepare and monitor the annual budget of the L&D initiatives. Keep abreast with latest external L&D trend in the market (both the approaches & tools) to enhance the learning experience of our people. Drive the L&D team to successfully deliver all L&D programs at all levels, including onboarding, leadership development, technical skills, soft skills, and compliance training which is aligned and approved within the organization. Actively engage with key stakeholders from both the local market and the US team (if needed) to strive for a seamless and agile implementation of the learning program and initiatives. Partner with the US learning team to assess program experience and feedback from participants and facilitators of regional programs if any. Also, proactively provide recommendations for improvement and impact. Lead the launch of new LMS within the HR ecosystem for the organization and support in any learning ecosystem related projects or enhancement initiatives. Review and analyze learning data through evaluation and provide reports including usage of online learning platforms (if any). Partner closely with the divisional L&D communities as well as internal trainers to strive for the synergies on engagement efforts and upskilling initiatives. Striving for a seamless and effective execution of the learning initiatives at three levels (Leadership, functional and individual levels) throughout the entire learning & development cycle. Job Requirements Education:

Bachelor’s degree in business administration, human resources, organizational development, or a related field. Experience and skills: 1. Knowledge and expertise: 4+ years of experience in L&D or a related field, preferably in an IT company. Concrete experience in managing corporate learning with good knowledge including IDP, TNA, PIP, program development, evaluation, assessment, and development tools, etc. Proven track record in implementing learning programs and solutions. Good understanding of new and emerging training techniques and methods, and open to trying new things. Demonstrate project management experience, with the ability to manage multiple projects simultaneously, close attention to detail, and work collaboratively with others. 2. Skills and personal attributes: Good analytical and problem-solving skills with a growth mindset to make decisions and enhance program quality. Work well with ambiguity. Excellent stakeholder management and advisory skills and confident to interact with business partners and senior leaders

project management
