Program Advisor, PEMS

The Program Advisor, PEMS offers technical support to the TIP Office's International Programs, and specifically to the $150 million Program to End Modern Slavery (PEMS), which aims to reduce modern slavery through research and interventions. They collaborate with IP Section members and interagency partners.

Estimated Starting Salary Range for Program Advisor, PEMS : Starting at$100,000

Pay commensurate with experience.

Program Advisor, PEMS Responsibilities Include:
  • Program Planning - Provides technical expertise and advice to TIP Office leadership for development of programming strategies for the PEMS congressional directive ($25.0 million annually commencing in FY2016). Working with other members of the TIP Office and stakeholders across the State Department and interagency, recommends programming priorities to the Ambassador-at-Large for the annual grant solicitation process. Reviews and assesses applicant proposals and provides substantive and detailed input into an interagency review panel, providing expert analysis of the strength of the monitoring and evaluation (M&E) and prevalence methodologies. Identifies any necessary programmatic, prevalence and M&E revisions and works with implementers to alter the key documents. Works with the Grants Officer and Grants Officer Representative (GOR) to complete actions required to award approved grants. Performs other job-related duties as assigned.
  • Project Oversight - Manages regular and routine oversight of grantee performance and activities related to PEMS implementing partners. Reviews and analyzes progress and financial reports, observes grantee compliance with award terms and conditions, conducts site visits as appropriate, and works with the implementers, Grants Officer, and GOR to resolve issues, including technical issues related to cutting-edge research, as required. Promotes organizational learning by analyzing quantitative and qualitative data to support evidence-based decision making, identify lessons learned and good practices, and facilitate independent evaluations. Provides input into the design of grantee evaluations.
  • Combating Human Trafficking Subject Matter Expertise - Leverages experience implementing and managing anti-human trafficking work to provide policy guidance and technical expertise on anti-trafficking programs and activities.. Supports TIP Office engagements with intra- and interagency counterparts and with officials from Congress, other governments, multilateral organizations, civil society organizations, and the private sector. Provides expert guidance in monitoring and evaluation of grantee and subgrantee work. Demonstrates the ability to assess data produced by grantees and identify trends, correlations, weaknesses, and strengths in reaching targets, and offer constructive feedback and recommendations when necessary.Prepares verbal and written communications for senior officials as required to include analyses, strategy documents, briefing papers, presentations, and decision memos.
  • Research and Monitoring & Evaluation The Advisor should have experience developing and monitoring human trafficking M&E indicators., The Advisor should have expertise and education in research and should be well versed in quantitative and qualitative research and analysis, particularly as applied to human rights issues, including survey methodology and work to measure the prevalence of hidden populations (e.g.human trafficking); statistics; data analysis and visualization.
  • Partnership - Collaborates closely with other IP and TIP Office counterparts. Supports and promotes regular communication and collaboration with intra- and interagency programming stakeholders, regional bureaus, and posts. Leverages existing connections in the anti-trafficking and related fields to further TIP Office partnerships with other anti-trafficking programming stakeholders, including academics, NGOs and donors. Maintains a strong network in the anti-trafficking, research, and monitoring and evaluation communities. Serves as a communications point person for the PEMS team, working to create content about PEMS team programming to be shared externally through documents, the website and social media.
Program Advisor, PEMS Experience, Education, Skills, Abilities requested:
  • Candidate must have 7 years [RAE1] of experience in the following areas, Program Planning Expertise, Project Oversight, Countering Human Trafficking, Research, Monitoring, and Evaluation (M&E) Skills
  • Masters Degree Required, PhD optional.
  • Ability to liaise within the TIP Office and with other Department bureaus and offices as well as external organizations required
  • Ability to use computer skills successfully, particularly a demonstrated proficiency in Microsoft Office Suite (e.g., Excel and R) and data analysis using tools such as SPSS, SAS or STATA, required.
  • Demonstrated expertise related to both human trafficking and international grants management, required.
  • Prior knowledge of U.S. government programs and grants processes is required.
  • In addition to those skills listed above, ability to perform analytical tasks. Ability to communicate effectively both orally and in writing.
  • Demonstrated excellent writing, communication, and analytical skills.
  • Ability to obtain an active Secret Clearance and US Citizenship Required
  • Must pass pre-employment qualifications of Cherokee Federal
