SUMMARY: As a Senior Analyst / Project Manager provides analytical and management support to J35S Global Force Management/Joint Force Coordinator mission and related support functions to assist J35S in the execution of the Joint force analysis, sourcing, rotation and deployment as well as provide for operational management of related Joint Technology Development efforts and fiscal resource records management that specifically support the sourcing and resources of the JFC and Global Force Management Operations Resource Informed Planning Processes. Work is in support of The Joint Staff J35S Deputy Directorate Regional Operations and Force Management and located on both Naval Support Activity Hampton Roads and Naval Station Norfolk.Position Duties and Responsibilities: Serve as DAWSON's on-site primary point of contact for the Contracting Officer (KO) and Contracting Officer Representative (COR), and other Government Leads. Act on behalf of Team DAWSON on the day-to-day contract execution/operations. Provide on-site supervision and administrative support to on-site DAWSON employees. Attend Government meetings, conferences, and briefings as required. Submit complete, accurate, and timely reports and contract deliverables. Ensure on-site staff meets and maintains compliance with the General requirements of the Performance Work Statement (PWS). Support GFM/Force Deployment operations, and joint force readiness issues in J35S's role as the conventional Joint Force Provider. Provide analysis and Program Management (to include records and resource management) support to assist J35S in its execution of JFC and GFM processes. Provide analytical and support functions, to include financial reports and records and support J35S related meetings Provide program management technical support and analytical support services in support of the J35S Personnel Management Programs. Act as a first tier Defense Travel System (DTS) help desk for all J35S military and civilian travelers and secondary DTS Defense Travel Administrator (ODTA). Provide research and analysis-related support functions for J3 and technical expertise to support the senior government officials on J3 functions. Conduct and prepare supply requisitions, coordination of records management activities to include preparation of outgoing correspondence and messages, files maintenance, distribution of incoming material. Provide organizational, position management support to include, research, manpower/human capital l analysis, technical reviews, assessments, work force/personnel programs. Manage classified and unclassified reports and records. Provide assistance and make recommendations and offer courses of action on program management and organizational analysis issues. Manage records and correspondence. Provide expert analysis and assist with the development and revision of military and civilian position descriptions. Draft and provide resource input for the budget and finance aspects of Command Plans, Commander's Guidance Memoranda, and other guidance documents. Assist with the development of Resource Reviews/taskers and make recommendations for continuous improvement of the product. Make recommendations on data collection, analysis, and presentation for budgetary actions. Provide assistance to the Resource Office Budget Analysts in maintaining records for expenditure tracking, including all unliquidated. Maintain Purchase Commitment/Obligation Files. Process and track Funding Document Requests. Other duties as assigned within the contract scope of work.Position Requirements and Qualifications: Seven years' experience in management or supervision and a minimum of four years of that experience shall have been in DoD Staff Leadership. Bachelor Degree in a related Field - Master's Degree preferred. Graduate of the United States Army Sergeants Major Academy or Command and General Staff College or Service equivalent. Experience working at the Senior Staff Level SECRET Clearance. Knowledge and Experience working with the systems and programs identified in the job description.COMPETENCIES: Understanding of and proficiency in using Microsoft Office Suite Able to read, write, and speak English fluently
